PUBLIC HEARINGS AND OTHER MATTERS <br /> <br />a. Consideration of the Capital Improvement Program for FY2007-2008 <br />through FY2010-2011 <br /> <br />Ms. Decker noted that the matter before the Planning Commission was to make a <br />determination and adopt a resolution that the Capital Improvement Program (CIP) was <br />consistent with the General Plan. City Council would hear this item and the budget on <br />June 19, 2007. <br /> <br />Commissioner Pearce noted that the staff report stated that City staff had reviewed the <br />CIP document and found that it was consistent with the General Plan; she did not see any <br />other information for the Planning Commission to determine that it was compliant. <br /> <br />Mr. Bocian advised that staff reviewed the plan, examined all the programs, and <br />determined whether any of the programs that would impact the General Plan are <br />determined to be inconsistent with the Plan. There was no specific table that would show <br />whether a project would or would not impact the General Plan. He noted that this <br />specific document did not contain any General Plan-related projects. <br /> <br />Commissioner Blank complimented staff on the report and inquired about the following <br />language on page 3: “The permanent ACE train location is ranked high by four <br />Commissions but it is not currently found in the CIP.” Mr. Bocian noted that it was <br />somewhat tied to the Civic Center Master Plan. <br /> <br />Commissioner Narum did not see any notations of projects that may have been identified <br />by any Commissions and were not on the list of priority projects. Mr. Bocian replied that <br />several comments had been made regarding Commissions that had specific ideas for the <br />structure of the plan, and that was addressed; individual Commission comments were <br />addressed at the workshop the previous evening. <br /> <br />PLANNING COMMISSION MINUTES June 13, 2007 Page 6 of 29 <br /> <br /> <br />
