Any subcontract entered into by ADMINISTERING AGENCY as a result of this AGREEMEN~f <br />shall contain all of the provisions of ARTICLE IV, FISCAL PROVISIONS, and this ARTICLE V' <br />AUDITS, THIRD-PARTY CONTRACTING RECORDS RETENTION AND REPORTS, and shall <br />mandate that travel and per diem reimbursements and third-party contract reimbursements to <br />subcontractors will be allowable as PROJECT costs only after those costs are incurred and pair: <br />for by the subcontractors. <br />8. To be eligible for local match credit, ADMINISTERING AGENCY must ensure that local match <br />funds used for a PROJECT meet the fiscal provisions requirements outlined in ARTICLE IV in thE: <br />same manner as required of all other PROJECT expenditures. <br />9. In addition to the above, the pre-award requirements of third-party contractor/consultants with <br />ADMINISTERING AGENCY should be consistent with LOCAL ASSISTANCE PROCEDURES. <br />Page 12 of 26 <br />
