Conclusion <br />Each of these agreements has been tailored to meet the specific needs of each Park. <br />Each represents compromise but each has something for the residents and something <br />for the owners. For the two larger parks, the financial responsibility for the aging <br />infrastructure at each Park is being shifted to the Park Owner, although the residents <br />are being asked to increase their rents above the Cost of Living to provide this peace of <br />mind. The owner of the Hacienda Mobilehome Park will be at some financial risk to <br />meet the schedules for capital improvements and for maintaining the Park, but he has <br />pledged to meet those schedules. If he falters, the Agreement now provides for a much <br />more expeditious way to get disputes aired and resolved. For all these reasons, staff <br />recommends that a Rent Stabilization Agreement for all three parks be approved and <br />for Vineyard Villa, the Agreement Concerning Capital Improvements likewise be <br />approved. <br />f/~)~l ~il ~-L <br />Michael H.
