z <br />THE CITY OF <br />j~L~E~S~4NTONo CITY COUNCIL AGENDA REPORT <br />October 16, 2007 <br />City Attorney <br />TITLE: MOBILEHOME RENT STABILIZATION AND RELATED AGREEMENTS <br />SUMMARY <br />The City has had mobilehome rent stabilization agreements in place since 1988. Staff, <br />with considerable input from the mobilehome residents, has now negotiated new <br />agreement terms and conditions for the two larger parks (Vineyard Mobile Villa and <br />Hacienda) and for the Fairview Trailer Park. Most significantly, the agreement for <br />Vineyard Villa will allow the park owner a one time rent increase in exchange for the <br />park owner's agreeing to repair and replace in perpetuity all of the capital improvements <br />in the Park (currently these costs above a threshold amount are passed through to the <br />residents). A similar provision is proposed for Hacienda but if that owner breaches the <br />agreement or fails to spend all the funds collected for that purpose, the increase would <br />be rescinded. <br />RECOMMENDATION <br />Authorize the City Manager to sign the Agreements with the owners of the <br />Vineyard Mobile Villa, the Hacienda Mobilehome Park and the Fairview Trailer Park, in <br />a final form as approved by the City Attorney. <br />FINANCIAL STATEMENT <br />None. <br />
