Fred Norman thanked Councilmember Thorne for his comments and said at least 42 American <br />troops have lost their lives in Iraq since the last Council meeting. <br />Kathy Dowding read 41 names of soldiers who have lost their lives. <br />Lisa Osterman questioned whether a countywide election was needed before the County can <br />develop the Staples Ranch property, as the Pleasanton First group has opined an election is not <br />required. <br />City Manager Fialho felt the question would be more suitably asked when the land use plans for <br />Staples Ranch are brought forward in a joint Planning Commission and City Council meeting, <br />and he noted County staff would be present at that meeting. <br />Doug Miller thanked Councilmember Thorne for honoring all troops and their service, said at <br />least 25 Pleasanton residents are in combat zones, felt it was unfair to demean their efforts and <br />sacrifice and cast them as victims, spoke of war protestors and asked the Council to discourage <br />their actions. <br />Mayor Hosterman said last Saturday, the City hosted both Congressman Pete Stark and <br />Congressman Jerry McNearney, which was well-attended and hoped to have them back. She <br />felt no matter what anyone's opinions were the community cares a great deal about those <br />currently serving and those who have served in the past. <br />PUBLIC HEARINGS AND OTHER MATTERS <br />8. a. Adopted Resolution No. 07-149 approving a Predevelopment and Cooperation <br />Agreement between the cities of Livermore, Pleasanton, the County of Alameda, the <br />Alameda County Surplus Property Authority and Calmat Co., dba Vulcan Materials <br />b. Adopted Resolution No. 07-150 approving a Cost Sharing Agreement between the <br />cities of Livermore, Pleasanton, and the Alameda County Surplus Property Authority <br />concerning the Staples Ranch property <br />Assistant City Manager Steve Bocian said the City Council previously approved a Staples MOU <br />which identifies the need to address the ultimate design and construction of EI Charro Road and <br />recognizes the need to address the flood control issues for the Staples Ranch area which <br />resides in a 100-year flood zone. The City of Livermore recently approved the EI Charro Specific <br />Plan which covers 250 acres within Livermore on the eastern border adjacent to EI Charro <br />Road. The City has also approved a 42 acre retail development called Prime Outlets. As a result <br />of this, the City of Livermore has identified the need to make improvements to EI Charro since <br />this is a primary access to its development and its specific plan area and a significant portion of <br />its specific plan area is also in a 100-year flood zone, which needs to be addressed. <br />Vulcan Materials operates a quarry area south of EI Charro and uses EI Charro as its primary <br />access to get from the quarry lands to I-580. So, the MOU identifies the need to address this <br />continued access, Vulcan Materials informed the Council that it wanted an opportunity to <br />resolve this matter as quickly as possible. So, all three properties met and discussed the matter <br />which resulted in the two agreements before the City Council. <br />Mr. Bocian discussed specific improvements to an area on EI Charro and displayed an overview <br />of surrounding areas staff was reviewing, said there were a total of 5 parties involved and said <br />City Council Minutes 3 September 18, 2007 <br />
