The Phase II area is owned by the City of Pleasanton and located on the <br />south side of Bernal Avenue immediately west of downtown Pleasanton. The project <br />also includes the Master Plan for the Bernal Community Park, which is to be located <br />within the Phase II Specific Plan area. <br />The Bernal Property Phase II Specific Plan provides planning direction for the 318-acre <br />public land portion of the greater Bernal Property. The primary purpose of the Phase II <br />Plan is to supplement the Phase I Specific Plan in implementing the Pleasanton General <br />Plan and in guiding the orderly development and provision of services for this site. The <br />Plan is the culmination of five years of sustained effort by Pleasanton's City Council, <br />City commissions and task forces, staff, consultants, and members of the public. <br />The Phase II Specific Plan establishes a vision and planning guidance for the long-range <br />development of an open space/park-like setting within which a variety of public and <br />quasi-public uses are to be integrated. The Plan provides objectives, policies and <br />guidelines for land use, design, transportation, public facilities, and conservation and <br />environmental mitigation. In addition, a planning process is outlined for preparing future <br />development project plans, a process intended to be flexible enough to allow future use of <br />the Phase II Plan area to respond to changing community needs in a manner that will <br />sensitively preserve the 318 acres under City ownership. <br />BACKGROUND <br />Planning guidance for developing the 516-acre Bernal Property is contained within three <br />City planning documents: (1) the Bernal Property Phase I Specific Plan, adopted by the <br />Pleasanton City Council in August 2000 for primarily the 198 acres of private develop- <br />ment land; (2) the Draft Bernal Property Phase II Specific Plan for the remaining 318 <br />acres of City-owned land, and (3) the Draft Bernal Community Park Master Plan for <br />approximately 50 acres of land that is situated within the Phase II Specific Plan area. <br />Bernal Property Phase II Specific Plan and Bernal Community Park Master Plan <br />Environmental Impact Report Findings and Statement of Overriding Considerations Page 2 of 24 <br />
