16. The applicants shall revise the grading and drainage plan as follows: <br />a. Portions of the western parking lot area shall drain to a bioswale, as determined to be <br />feasible by the City Engineer. <br />b. The bioswales shall be enlarged/redesigned to comply with typical engineering <br />sizing/design standards for bioswales, as determined by the City Engineer. <br />The bioswales shall be relocated out of sidewalk areas. <br />Said modifications shall be submitted in conjunction with the plans submitted for <br />issuance of building permits and shall be subject to review and approval by the City <br />Engineer and Planning Director prior to issuance of building permits for the project. <br />17. Prior to occupancy of the parish center building, the applicants shall install a five to six- <br />foottall fence (solid or open design) in the church's southern planter area near the <br />"elbow" of the Bowen Street and Alexander Way intersection to prevent people from <br />using this "short cut" to reach the church. The precise location and design of the fence <br />shall be shown on the plans submitted for issuance of building permits and shall be <br />subject to review and approval by the Planning Director prior to issuance of building <br />permits for the project. <br />18. The parish center doors shall remain closed when not being used for ingress/egress <br />purposes and self-closing door mechanisms shall be utilized on all exterior doors. In <br />addition, all operable windows shall remain closed during basketball practices/games and <br />banquet/benefit/dances. <br />19. The parish center activities shall not exceed the City's Noise Ordinance limits (60 dBA) <br />for commercial properties that operate after 10:00 p.m. and are located adjacent to <br />residences. <br />20. The approved building colors and materials shall be indicated on the final building permit <br />plans. Any proposed revisions to these approved colors or materials must be submitted <br />for review and approval by the Planning Director prior to painting/installation. <br />21. The project developer shall effectively screen from view all ducts, meters, air <br />conditioning equipment, and any other mechanical equipment, whether on the structure, <br />on the ground, or on the roof, with materials architecturally compatible with the building. <br />Screening details shall be shown on the plans submitted for issuance of building permits, <br />the adequacy of which shall be determined by the Planning Director. All required <br />screening shall be provided prior to occupancy. <br />22. All mechanical equipment shall be constructed in such a manner that noise emanating <br />from it shall not exceed 60 dBA at the property plane. <br />
