EXHIBIT B <br />CONDITIONS OF APPROVAL <br />PCUP-180, Huai Ming Chang, Salon Art <br />173 Spring Street <br />October 25, 2006 <br />2. <br />The location and operation of the proposed use shall conform substantially to Exhibit <br />"A" (site plan, floor plan, and written narrative), dated "Received, September 15, <br />2006", on file with the Planning Deparhnent, except as modified by the following <br />conditions of approval. Minor changes to the approved operation and schedule may <br />be approved by the Planning Director if found to be in substantial compliance with <br />the proposal. <br />The operation of the art school shall generally adhere to the following schedule: <br />Monday, Tuesday, Thursday, & Friday: 3:30 p.m. to 6:30 p.m. <br />Wednesday: 2:00 p.m. to 6:30 p.m. <br />Saturday & Sunday: 10:30 a.m. to 12:00 p.m. <br />1:30 a.m. to 4:30 p.m. <br />5:00 p.m. to 6:30 p.m. <br />If additional hours and activities are desire beyond what was stated in the applicant's <br />written narrative, dated "Received September 15, 2006," on file in the Planning <br />Department, prior City review and approval is required. Such modifications may be <br />approved by the Planning Director if found to be in substantial conformance with the <br />approval. The Planning Director may also refer the matter to the Planning <br />Commission if the proposed changes would be significant. <br />4. In order to adhere to the Building Code requirements, Salon Art shall maintain a <br />student-to-teacher ratio of 4:1 in order for students in kindergarten, first, and/or <br />second grades to be allowed on the second floor. If the art school engages in a higher <br />student-to-teacher ratio, then students in kindergarten, first, and second grade shall <br />not be allowed to attend the school. <br />Salon Art shall not offer consecutive classes at the same level. <br />Salon Art shall not be used as a daycare facility. If Salon Art intends to provide <br />childcare services, a new application for conditional use permit shall be submitted for <br />review and approval, together with all applicable State licenses. <br />7. If operation of this use results in conflicts pertaining to parking, interior noise, <br />traffic/circulation, or other factors, at the discretion of the Planning Director, this <br />conditional use permit may be submitted to the Planning Commission for their <br />subsequent review at a public hearing. If necessary, the Planning Commission may <br />modify or add conditions of approval to mitigate such impacts, or may revoke the <br />said conditional use permit approval.
