PLANNING COMMISSION CITY OF PLEASANTON <br />ALAMEDA COUNTY, CALIFORNIA <br />RESOLUTION NO. PC-2006-42 <br />RESOLUTION APPROVING VESTING TENTATIVE TRACT MAP 7815, <br />THE APPLICATION OF THREEHAND, LP/GREG REZNICK <br />WHEREAS, Threehand, LP/Greg Reznick has applied for Vesting Tentative Tract Map <br />approval to subdivide an approximately 20.19-acre site located at 5 Windy Oaks <br />(formerly 1680 Vineyard Avenue) into seven single-family residential lots <br />ranging in size from 1.25 acres to 4,71 acres; and <br />WHEREAS, zoning for the property is PUD-HR/OS (Planned Unit Development -Hillside <br />Residential/Open Space) District; and <br />WHEREAS, at its duly noticed public hearing of August 23, 2006, the Planning Commission <br />considered all public testimony, relevant exhibits, and recommendations of the <br />City staff concerning this application; and <br />WHEREAS, an Environmental Impact Report (EIR) far the Vineyard Avenue Corridor <br />Specific Plan was certified by the City Council in March 1999; and this project <br />was reviewed at the PUD stage and was found to be in conformance with the <br />Vineyard Avenue Corridor Specific Plan; and the California Environmental <br />Quality Act (CEQA) specifies that individual residential development projects <br />that are prepared pursuant to the requirements of an adopted specific plan for <br />which an EIR has been prepared and certified are exempt from additional <br />environmental review; further there have been no substantial changes to the <br />project or the circumstances under which the project is undertaken that involved <br />new significant environmental effects or substantially increase the severity of <br />previously identified effects, and there is no new information of substantial <br />important not known at the time the EIR was certified regarding the project or its <br />effects, mitigation measures, or alternatives; and <br />WHEREAS, the Planning Commission made the following findings: <br />The proposed map substantially conforms to the zoning regulations/ <br />development plan. <br />The map's design and improvements closely follow the development plan and <br />conditions of PUD-54. The required modifications have been made as addressed <br />in conditions. Therefore, this finding can be made. <br />
