The project developer shall submit a Stormwater Pollution Prevention Plan (SWPPP) for <br />review and approval by the City Engineer prior to issuance of building or grading <br />permits. Failure to comply with the approved construction SWPPP may result in the <br />issuance of correction notices, citations or stop work order. The following construction <br />Best Management Practices (BMPs), as well as any other applicable measure, shall be <br />included in the SWPPP and implemented as approved by the City. <br />92. The project developer and the homeowner after building occupancy is responsible for <br />implementing the following measures during all construction phases of the project and <br />the lots covered by this approval: <br />a. The project developer shall include erosion control/storm water quality measures on <br />the final grading plan which shall specifically address measures to prevent soil, dirt, <br />and debris from entering the storm drain system. Such measures may include, but are <br />not limited to, hydroseeding, hay bales, sandbags, and siltation fences and are subject <br />to the review and approval of the City Engineer and/or the Chief Building Official as <br />applicable. The project developer is responsible for ensuring that their contractors <br />and sub-contractors are aware of and implement these measures. <br />All graded lots shall be revegetated and stabilized after completion of grading, but in <br />no case later than October 15`h. The hydroseed mixture shall consist of the following <br />species and rate-of-cover: crimson clover (20.0 Ibs/acre), California poppy (3.0 <br />lbs/acre), valley lupine (5.0 lbs/acre), farewell-to-spring (2.0 ]bs/acre), and African <br />daisy (2.0 lbs/acre). The hydroseed mixture shall be specified on the subdivision's <br />grading plans and the building permit plans for review and approval by the Planning <br />Director. <br />The hydroseeding shall be accomplished before September 15`h and irrigated with a <br />temporary irrigation system to ensure that the grasses are established before October <br />15`h. No grading shall occur between October 15`x' and April 15"' unless approved <br />erosion control/storm water quality measures are in place, subject to the approval of <br />City Engineer and/or the Chief Building Official as applicable. Such measures shall <br />be maintained until such time as building construction begins. <br />17 <br />
