Resolution No. PC-2006-28 <br />Page Four <br />roundabout at Thiessen Street, which will reduce traffic conflicts with users of the <br />future trail on Old Vineyard Avenue. The homes would be required to meet the <br />requirements of the Uniform Building Code, Fire Code, other applicable City <br />codes, and State of California energy and accessibility requirements. Therefore, <br />this finding can be made. <br />7. The plan conforms to the purposes of the PUD District. <br />The PUD district allows flexibility in creating development standards for unique <br />situations. In this case, the developer was able to tailor the development <br />standards and guidelines to the unique situations presented by hillside terrain, the <br />desire to preserve and protect natural open space, and the desire to limit the <br />amount and type of grading which can occur with individual lots. Staff feels that <br />the development standards and guidelines as proposed and conditioned can <br />accomplish such goals. The proposed development plan takes into account the <br />City's desire to preserve open space and significant vegetation and to reduce <br />grading on hillsides. The developer is proposing to limit the size of the building <br />envelopes and preclude development in the remaining open space. The PUD <br />process also allows for ample input from the public and for an ultimate decision <br />by the City Council regarding appropriateness of the proposed use and <br />development plan. Through the PUD process, the proposed project has provided <br />the developer and the City with a development plan that optimizes the use of this <br />hillside site in a sensitive manner. Therefore, this finding can be made. <br />NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF PLEASANTON <br />RESOLVES THE FOLLOWING: <br />Section 1. Recommends approval of Case PUD-54, the application of Greg Reznick, <br />Threehand LP, for Planned Unit Development (PUD) development plan approval <br />to subdivide an approximately 20-acre site into eight lots consisting of seven <br />single-family lots for custom homes and one lot for a City water tank at 5 Windy <br />Oaks Drive (formerly 1680 Vineyard Avenue, in the Vineyard Avenue Corridor <br />Specific Plan Area, subject to the conditions shown in Exhibit B, attached hereto <br />and made part of this case by reference. <br />Section 2. This resolution shall become effective immediately upon its passage and <br />adoption. <br />
