Resolution No. PC-2006-25 <br />Page Two <br />The proposed location of the conditional use and the conditions under <br />which it would be operated or maintained will not be detrimental to the <br />public health, safety, or welfare, or materially injurious to the properties or <br />improvements in the vicinity. <br />For the past 18 years, the former Pleasanton Community Church has been <br />operating a Sunday school program and an evening Bible study session at the <br />subject site. For the past two years, it has been operating an after-school daycare <br />program. No complaints regarding the operation of any of the programs have <br />been filed with the City. The church has been a good neighbor to the surrounding <br />businesses. Sufficient parking, adequate separation from other businesses and <br />residential neighborhoods, maintenance of noise levels, and safety and security <br />within the premises have been provided and observed. The site has adequate and <br />safe ingress and egress into and out of the site. Fountain Community Church <br />would be operated in a similar manner as Pleasanton Community Church. <br />Additionally, conditions have been included that would require the applicant to <br />mitigate any future nuisances as a result of the proposed daytime activities. <br />Therefore, this finding can be made. <br />The proposed conditional use will comply with each of the applicable <br />provisions of the Zoning Ordinance. <br />The Planned Unit Development approval conditionally permits the establishment <br />of a church, and the proposed after-school program would be a part of the <br />church's operation. Granting a conditional use permit to the Pleasanton <br />Community Church would be consistent with the City's ability to regulate the <br />PUD approval and related zoning regulations. Therefore, this finding can be <br />made. <br />WHEREAS, the Planning Commission determined that the proposed conditional use would be <br />compatible with the existing uses in the area. <br />NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF PLEASANTON <br />RESOLVES THE FOLLOWING: <br />Section 1. Approves Case PCUP-166, the application of David and Debbie Sell, Pleasanton <br />Community Church/Fountain Community Church for a conditional use permit to <br />expand church-related activities during the weekdays within the existing buildings <br />located at 4439 and 4455 Stoneridge Drive, subject to the conditions shown in <br />Exhibit B, attached hereto and made part of this case by reference. <br />
