Commissioner Pearce noted that page 33 of the staff report discussed wetlands and waters and <br />inquired if one of the potentially impacted areas was the swale which Property #51's permitted <br />bridge would be going over. Mr. Pavan confirmed that the bridge will go over that area, but that <br />would require review by the Regional Water Quality Control Board and the Department of Fish <br />and Game. He noted that the Army Corps of Engineers also had jurisdiction. <br />Chairperson Fox noted that in August 2006, when the Draft EIR was completed, she had sent an <br />email to the Parks and Recreation Commission about the trails not being accessible, and the <br />staging area being moved. She expressed concern about No. 10 on page 39 of the Environmental <br />Findings and Statement of Overriding Considerations which reads, "Provide for a system of trails <br />in the Oak Grove Open Space for use by Oak Grove and Kottinger Ranch owners." She thought <br />it had been determined that those would be provided for the general public. <br />Mr. Pavan noted that the proposal included a local and regional trail, which would interlink this <br />project with open space areas in the Vineyard Corridor area, as well as open space areas to the <br />south. These public trails would be primarily available to the immediate residents of this <br />development, as well as Kottinger Ranch. The trails are public and fit into the City's overall <br />plan for a Citywide public trail system. <br />Ms. Decker added that it was an error in the documentation stating that the trails were limited <br />simply to Kottinger and Oak Grove Ranch. She apologized for the confusion caused by the <br />error. <br />A recess was called at 8:50 p.m. <br />Chairperson Fox reconvened the meeting at 9:05 p.m. <br />Chairperson Fox disclosed that she met with the applicant and walked the site with the applicant <br />in the previous summer. She also met with Tom Pico and several neighbors in the Grey Eagle <br />Estates development. She also attended the Parks and Recreation Commission meeting when the <br />trails and staging area were discussed. <br />Commissioner O'Connor disclosed that he met with the applicant, walked the site, and met with <br />several neighbors in the Grey Eagle Estates development. <br />Commissioner Olson disclosed that he met with the applicant, walked the site, and met several <br />neighbors in the Grey Eagle Estates development. <br />Commissioner Narum disclosed that she met with the applicant, walked the site, and met with <br />Tom Pico and several neighbors in the Grey Eagle Estates development.
