geological analysis that would have been done if it was found to be a good alternative to help <br />transportation. <br />Commissioner Fox commented that it talks about the placement on portions of the project site of <br />artificial fill deposits and sediment that have been relocated. Ms. Mundie explained that that <br />means their geotechnical consultant took a look at that among other resources that they <br />considered in doing their work. <br />Mr. Pavan explained that the footnote refers to a geotechnical report that was done for this <br />property owner at a prior time. He added that the private sector does not have the kinds of <br />conflict of interest issues that the public sector has in hiring people, unless they are <br />counterproductive. There is no reason, therefore, to think that the Lins and the Berlogars would <br />have different goals with respect to the development of their properties; hence, there is really no <br />conflict of interest problem. In evaluating all the available resources for consideration of this <br />98-unit project, the geotechnical consultant simply looked at the historic work that had been <br />done for this site. <br />Commissioner Fox inquired who the geotechnical consultant for the project is. Ms. Mundie <br />replied that it is Baseline Environmental Consulting. <br />Chairperson Arkin inquired how would anyone know how much the consultant relied upon the <br />Berlogar report versus what they did on their own. Ms. Mundie replied that she would have to <br />ask them that and get back to the Commission. <br />Chairperson Arkin inquired if there would be some hillside development or if the homes would <br />on cut or some on fill. Ms. Mundie replied that there will be a considerable amount of cut along <br />the spine of Road A. Some of the lots which have hillside conditions in the back will have some <br />fill in the back. <br />Chairperson Arkin inquired if it would be possible to provide at a future meeting a map showing <br />where the cut and where the fill would be. Ms. Mundie replied that that could be prepared. She <br />added that Figure 3 includes the grading map, although it does not distinguish between cuts and <br />fills. <br />Chairperson Arkin asked Ms. Mundie if, to her knowledge, some of the home structures would <br />be on fills. Ms. Mundie replied that they would be on engineered fills that are placed, planned, <br />and drained in a manner that is considered to be stable. <br />Chairperson Arkin further inquired if there are any retaining walls on the project and, if so, if <br />they are retaining walls that are necessary for the stability of the homes or just architectural <br />retaining walls for landscaping. Ms. Mundie replied that there will be some retaining walls and <br />that where there are supposed to be retaining walls, the length and height of the retaining walls <br />are limited under the design guidelines.
