Traffic Level-Of-Service Impacts/Mitigation Measures <br />Existing Plus Approved <br />Appendix F of the Environmental Impact Report includes the traffic study, "Report for <br />(the) Oak Grove Residential Traffic Stud}', dated April 14, 2006, prepared by <br />Dowling Associates for the proposed project. The report analyzed the <br />existing/approved/project scenario and cumulative build-out traffic scenario with the 98- <br />unit development plan, and a traffic alternative with a second public street connection to <br />New Vineyard Avenue through the Berlogar property. <br />Appendix F includes a set of tables that describe the trip generation rates used for the <br />a.m./p.m. peak commute hours. Although the 51-unit development plan will <br />generate 52-percent fewer trips, the traffic analysis was not revised for the 51-unit plan. <br />Hence, the analysis and mitigation measures for the 51-unit plan are those originally <br />identified for the 98-unit plan. Staff did not consider the reduction of trips to surrounding <br />streets and intersections for the 24-hour, a.m. peak hour, and p.m. peak hour to have a <br />comparable decrease in time-delay.
