individuals, and provided a 30-day period for interested parties to submit comments <br />regarding environmental matters to be addressed in the EIR. <br />On February 8, 2005, the City convened a public scoping meeting to address the <br />potential impacts on the environment. Comments were received through the combined <br />NOP and public scoping process. <br />Based partially on the NOP and public scoping process, the City prepared a Draft <br />Environmental Impact Report (DEIR) that was published on June 28, 2006. The CEQA- <br />mandated 45-day public review period began on June 30, 2006, and was to end on <br />August 14, 2006. At the request of the Planning Commission the public review period <br />was extended by 15 days to a total of 60 days and the comment period ended on <br />August 29, 3006. In addition to the comments received at public hearings conducted by <br />the City Planning Commission on July 12 and August 23, 2006, comment letters were <br />submitted by various public agencies and organizations and individuals. <br />Responses to all comments received were prepared and included in the Final EIR, <br />which was prepared in accordance with CEQA and the guidelines for the <br />implementation of CEQA. <br />IV. RECORD OF PROCEEDINGS AND CUSTODIAN OF RECORD <br />The record, upon which all findings and determinations related to the approval of the <br />Environmentally Superior Project are based, includes the following: <br />1. The EIR and all documents referenced in or relied upon by the EIR. <br />2. All information, including written evidence and testimony, provided by City staff to <br />the City Council relating to the EIR, the Original Project, and the Environmentally <br />Superior Project represented under PUD-33 including the development plan and <br />design guidelines. <br />3. All information, including written evidence and testimony, presented to the City <br />Council by the environmental consultant and sub-consultants who prepared the <br />EIR or incorporated into reports presented to the City Council. <br />4. All information, including written evidence and testimony, presented to the City <br />from other public agencies related to the Original Project, the Environmentally <br />Superior Project, or the EIR. <br />5. All applications, letters, testimony, and presentations relating to the Project. <br />6. All information, including written evidence and testimony, presented at any City <br />hearing or City workshop related to the Original Project, the Environmentally <br />Superior Project, and the EIR. <br />7. All City adopted or City prepared land use plans and ordinances, including <br />without limitation, the General Plan, specific plans, and ordinances together with <br />Page 3 of 43 <br />
