the proposed drainage plans will not impact flooding conditions or create potential
hydromodification impacts downstream. Further, the Environmentally Superior Project,
as conditioned, contains requirements that the project developer and/or future building
developers shall complete the specific actions:
• To address the potential degradation of water quality in nearby surface water
bodies by urban stormwater runoff from construction activities and post-
construction land uses, the project developer, future building developers, and
homeowners shall comply with the Alameda Countywide NPDES C.3 Permit
#CA50029831 with respect to the treatment of runoff water, a copy of which is
available at the City offices. In addition to the Standard Urban stormwater
Runoff Requirements for compliance with the Alameda County NPDES Permit,
the project shall comply with the Permit's Hydro Modification requirements as
approved by the Regional Water Quality Control Board (RWQCB) for Alameda
County.
• To mitigate the creation of new impervious surfaces that would increase the
amount of runoff, potentially exacerbating existing downstream flooding problems
and/or causing hydro modification impacts, the project developer and/or building
developer, shall pay the applicable regional drainage fees on behalf of the
Alameda Water Quality and Flood Management District and Zone 7 with each
building permit.
• Compliance shall be demonstrated through detailed hydraulic analysis presented
in a design-level drainage plan. The drainage plan shall also to be designed in
compliance with City standards and shall be approved by the City Engineer and
the RWQCB prior to the City's approval of the first final subdivision map. The
drainage plan shall include aself-perpetuating drainage system maintenance
program that includes annual inspections of detention basins, sedimentation
basins, drainage ditches, and drainage inlets. The lot-specific design guideline
shall include limitations on rear lot landscape irrigation and to require that most
drainage is to be collected and discharged to storm drains under project streets.
(ii) Remaining Impacts.
Any remaining impacts related to the possible increase in the amount of run-off will be
less than significant.
20. Water quality degradation (pp. 176-177, 178-181 and 367-368; Condition 4-5, 71,
80-81, and 83 of PUD-33; MMIP H2a, H2b, and H2c).
a. Potentiallmpact.
Development of the Environmentally Superior Project could result in degradation of
water quality in nearby surface water bodies by adversely affecting the quality of
stormwater runoff.
