• To ensure that existing landslides are properly identified, repaired, and areas of <br />unstable soils are stabilized, the report shall evaluate each lot for geotechnical <br />suitability. If unstable soils and/or slopes could affect areas within designated lot <br />boundaries, these areas shall be clearly demarcated on an engineering geologic <br />map and repaired prior to issuance of building permits. <br />• The project developer shall arrange and pay for a geotechnical engineer to <br />inspect and approve all subdivision improvements including, but not limited to, <br />retaining walls, drainage improvements, geotechnical mitigations, etc., during <br />construction to ensure that the recommendations have been properly <br />incorporated into the development. The geotechnical engineer shall be present <br />on site during grading and excavation operations. The results of the inspections <br />and the as-built conditions of the project shall be certified in writing by the <br />geotechnical consultant for conformance to the approved plans and geotechnical <br />report and shall be submitted to the City Engineer for review and approval prior <br />to the sale of the lots. <br />The lot-specific building developer shall arrange and pay for a geotechnical <br />engineer to inspect and approve all building site improvements including, but not <br />limited to, foundations, retaining walls, drainage improvements, geotechnical <br />mitigations, etc., during construction to ensure that the recommendations have <br />been properly incorporated into the development. The geotechnical engineer <br />shall be present on site during grading, excavation, and construction operations. <br />The results of the inspections and the as-built conditions of the project shall be <br />certified in writing by the geotechnical consultant for conformance to the <br />approved plans and geotechnical report and shall be submitted to the Director of <br />Building Inspection for review and approval prior to the inspection. This <br />statement shall appear in the design guidelines. <br />The project developer shall create a Geologic Hazard Abatement District (GRAD) <br />for the development covered by this approval. The project developer shall be <br />responsible for preparing all necessary documentation to create the GRAD, <br />including any expenses incurred by the geotechnical engineer for the preparation <br />of the GRAD. The developed project site -privately-owned and City-owned - <br />shall be maintained through an ongoing Slope Management Program (SMP) and <br />a Plan of Control (POC), administered by the GRAD. The project developer shall <br />submit the SMP and POC, prepared by an approved geotechnical consulting, to <br />the City Engineer for review and approval prior to approval of the first final <br />subdivision map for this development. <br />(ii) Remaining Impacts. <br />Any remaining impacts related to potential slope instability and/or unstable soils will be <br />less than significant. <br />Page 27 of 43 <br />
