b. Mitigation Measures. <br />The following mitigation measure is hereby adopted and will be implemented as <br />provided for in the Mitigation Monitoring and Implementation Program: <br />• Implement Oak Grove Planned Unit Development (PUD-33) Mitigation Measures <br />A2. <br />c. Findings. <br />Based on the EIR and the entire record before the City, the City finds that: <br />Effects of Mitiaation. <br />• The Environmentally Superior Project's potential impacts related to the visual <br />impact of new homes built on the site will be mitigated to less than significant <br />levels through the implementation of the mitigation measure discussed above as <br />the measure requires that homes on Lots 33 and 34 of the Environmentally <br />Superior Project shall be designated as "High Visibility Lots" in the development's <br />design guidelines. High Visibility Lots are defined in the Mandatory Design <br />Guidelines, and homes on such lots are subject to design measures, such as <br />limiting building size and requiring additional planting. <br />• The Environmentally Superior Project includes, as conditioned, design guidelines <br />controlling the lot-specific house, site, and landscape designs. The design <br />guidelines are tailored for the Environmentally Superior Project - 51 lots in a <br />hillside setting of topographically varied terrain backed by ridges, swales, and <br />open space land. The guidelines provide comprehensive, detailed landscape <br />and building design standards addressing materials, grading, massing, <br />architecture, planting, etc., to minimize the visual impacts of the homes on these <br />lots. Additionally, the guidelines of the Environmentally Superior Project includes <br />tree reforestation of the open space areas including the areas facing existing <br />developments so that over time the effects of the homes of the Environmentally <br />Superior Project are screened from view. <br />• As recommended to be conditioned, the Environmentally Superior Alternative <br />would limit the maximum building area on the Oak Grove lots to a floor area ratio <br />of 20 percent of the lot area, and would require large separations between the <br />primary and accessory structures on adjoining lots. <br />(ii) Remaining Impacts. <br />Any remaining impacts related to views of the development and the new homes will be <br />less than significant. <br />Page 13 of 43 <br />
