b. The project developer shall pay the regional traffic fees (Tri-Valley <br />Transportation Development Fees) for the 51 units at the rates in effect <br />when the subdivision map is approved by City Council. <br />Urban Stormwater Design Requirements Including Integrated Pest Management <br />79. The project developer shall submit an Integrated Pest Management Plan (IPMP) <br />to the Planning Director for review and approval to action on the first final <br />subdivision map. The IPMP shall include, but not be limited to the following: <br />(Mitigation Measure H-2-c of the FEIR.) <br />a. The IPMP shall be prepared by a qualified professional approved by the <br />Planning Director. <br />b. The IPMP shall address and recommend methods of pest prevention and <br />landscape management that use pesticides as a last resort in pest control. <br />Pesticides shall be used only in response to a persistent pest problem. <br />c. Types and rates of fertilizer and pesticide application shall be specified. <br />d. Special attention in the IPMP shall be directed toward avoiding runoff of <br />pesticides and nitrates into drainages. <br />e. Cultural and biological approaches to pest control shall be more fully <br />integrated into the IPMP with an emphasis toward reducing pesticide <br />application. Preventative chemical use shall not be employed. <br />f. The IPMP shall include a component that provides educational materials and <br />resources to individual property owners so that the IPMP principles can be <br />applied to private landscapes and gardens. <br />The IPMP shall be implemented by the City in its management of the City-owned <br />open space areas and by the homeowners in the landscape maintenance of the <br />individual lots covered by this approval. <br />80. The following requirements shall be incorporated into the project's design, <br />construction, and management including individual lots: (Mitigation Measure <br />H-2-b of the FEIR.) <br />a. The project developer shall submit a final grading and drainage plan prepared <br />by a licensed civil engineer depicting all final grades and on-site drainage <br />control measures including bio-swales and detention ponds. Irrigated bio- <br />swales and detention ponds shall be designed as needed to the satisfaction <br />of the City Engineer to optimize the amount of the storm water running off the <br />paved surface that enters the bio-swale at its most upstream end. This plan <br />shall be subject to the review and approval of the City Engineer prior to the <br />issuance of the first grading permit for the development covered by this <br />approval. <br />Page 30 of 37 <br />
