b. To ensure that structures or property are not adversely affected by expansive <br />and/or corrosive soils, the report shall include design standards for the <br />proposed building foundations and improvements, including sidewalks, <br />parking lots, and subsurface utilities, and shall incorporate measures to <br />ensure that potential damage due to the shrink/swell potential of the site's <br />soils is minimized. The preliminary geotechnical report indicates that <br />expansion could be on the order of several inches and that additional <br />laboratory testing and analysis during a design-level geotechnical <br />investigation is required. This additional testing and analysis shall be <br />conducted and the results incorporated into the recommendations of the <br />design-level geotechnical investigation. (Mitigation Measure F-3-a of the <br />FEIR) <br />c. Site soils are to be tested and evaluated for corrosivity. If corrosive soil <br />conditions are present, the report shall identify the appropriate measures to <br />mitigate these conditions that shall be incorporated into the design of project <br />improvements that may come into contact with site soils. Wherever corrosive <br />soils are found in sufficient concentrations, recommendations shall be made <br />to protect iron, steel, metal, and concrete from long-term deterioration caused <br />by contact with corrosive onsite soils. (Mitigation Measure F-3-a of the FEIR) <br />d. To ensure that buildings and other subdivision improvements are not <br />damaged by differential settlement at the project site, the report shall include <br />specific recommendations for mitigating potential settlement associated with <br />native soil/fill boundaries and areas of different fill thickness, including <br />recommendations for dealing with differential cut and fill that would affect <br />building pads, streets, and utilities. (Mitigation Measure F-4-a of the FEIR) <br />e. The design-level geotechnical report shall include a review of proposed storm <br />water drainage improvements including outfalls and water quality features. A <br />percolation test of each detention basin shall be provided to demonstrate <br />drain-down in three days. <br />The report shall be subject to the review and approval by the City Engineer and <br />will require a review and approval by a geotechnical peer review consultant <br />selected by the City. The recommendations specified in the report and by the <br />peer review geotechnical consultant shall be incorporated into the development's <br />grading and improvement plans for review and approval by the City Engineer <br />before the City approves the first final subdivision map. <br />66. All investigative trenches and test pits not fully removed by excavation during the <br />course of normal site grading and site preparation shall be specifically excavated <br />and brought to grade with properly compacted fill to the satisfaction of the City <br />Engineer. (Mitigation Measure F-4-b of the FEIR) <br />67. The project developer shall arrange and pay for a geotechnical engineer to <br />inspect and approve all subdivision improvements including, but not limited to, <br />retaining walls, drainage improvements, NPDES measures, geotechnical <br />Page 26 of 37 <br />
