• The proposed lots and streets are located in the most geologic stable areas of <br />the site avoiding landslide areas and reducing the project's grading. The <br />entire development -public and private areas -will be subject to a Geologic <br />Hazard Abatement District. The GHAD is responsible to periodically inspect <br />the development for any indication of erosion, destabilizing slope banks, etc., <br />and then to take action to address the problem areas. <br />• The lot-specific house, site, and landscape design guidelines are tailored for <br />this development - 51 lots in a hillside setting backed by ridges, swales, and <br />adjoining open space land. They provide detailed and comprehensive <br />landscape and building design standards -diagrams, photographs, and <br />drawings -addressing materials, massing, architecture, planting, etc., for <br />clear guidance to future owners regarding their custom home and landscape <br />design preparation, review procedures, and maintenance procedures. <br />Staff, therefore, believes that this finding can be made. <br />2. Whether the proposed development plan is compatible with previously <br />developed properties located in the vicinity of the plan: <br />• The proposed development plan incorporates numerous provisions -strict <br />design guidelines, limitations on building heights, setbacks, maximum floor <br />area, etc. - to integrate the design of the planned buildings on these lots with <br />the nearby single-family homes and surrounding area. <br />• The proposed public streets are located in a manner which is consistent with <br />City standards, and which provides adequate development access and <br />emergency vehicle access. <br />• The proposed development is separated and buffered from adjoining <br />neighborhoods by large setbacks, natural terrain, and existing and new tree <br />planting. Large open space areas adjoin property to the east and south <br />designated as open space. Approximately 400 trees would be planted in <br />selected portions of the open space area to reforest graded slopes, screen <br />the proposed houses from the view of off-site properties, and to mitigate the <br />loss of trees due to grading. <br />• All house construction activities are limited to the hours of 8:00 a.m. to 5:00 <br />p.m., Monday through Friday. All construction equipment must meet <br />Department of Motor Vehicles (DMV) noise standards and shall be equipped <br />with muffling devices. A construction management plan will be prepared <br />before construction begins. <br />Staff, therefore, believes that this finding can be made. <br />Page 2 of 6 <br />
