<br />17 <br />THE CITY OF <br />j~L£~S~4NTONo CITY COUNCIL AGENDA REPORT <br />September 4, 2007 <br />Planning and Community Development <br />TITLE: PUD-33 (PAP-107), OAK GROVE PLANNED UNIT DEVELOPMENT <br />(JAMES TONG, CHARTER PROPERTIES) -CONSIDERATION OF: (1) <br />THE FINAL ENVIRONEMNTAL IMPACT REPORT FOR THE <br />PROPOSED OAK GROVE DEVELOPMENT; (2) AN APPEAL OF THE <br />PLANNING COMMISSION'S DENIAL OF A PUD DEVELOPMENT PLAN <br />FOR THE OAK GROVE DEVELOPMENT TO CREATE 51 CUSTOM <br />HOME SITES AND TO DESIGNATE THE REMAINING AREA FOR <br />PERMANENT OPEN SPACE, ON A 562-ACRE SITE; AND (3) THE <br />DEVELOPMENT AGREEMENT TO VEST THE ENTITLEMENTS <br />COVERED BY THIS APPLICATION. THE PROPERTY IS LOCATED ON <br />1400 HEARST DRIVE, NEAR THE PRESENT TERMINUS OF HEARST <br />DRIVE, TO THE SOUTH OF VINTAGE HILLS AND GREY EAGLE <br />ESTATES, AND TO THE EAST OF KOTTINGER RANCH. <br />PROPERTY OWNERS: Jennifer Lin, Frederic Lin, and Kevin Lin <br />GENERAL PLAN: Rural Density Residential (1 du/5 ac) - 489 acres, Public Health <br />and Safety - 73 acres, and Urban Growth Boundary Line <br />ZONING: PUD - RDR/OS (Planned Unit Development - Rurat Density Residential/ <br />Open Space) District <br />SUMMARY <br />The Oak Grove development proposes 51 custom home sites surrounded by 496 acres <br />of permanent open space area, with the open space area owned by the City of <br />Pleasanton as a public amenity. The open space area will include a public staging <br />area, local and regional trails, and areas set aside for habitat preservation and wildland <br />fire management. The development is planned and designed in a manner that is <br />sensitive to and compatible with the site and its constraints -topography, tree cover, <br />and habitat areas -and with nearby developments. Detailed building and landscape <br />design guidelines will guide the City and future homeowners with the design of their <br />homes. Measures designed to prevent wildland fires -residential fire sprinklers, open <br />space management, purchase of a new fire engine, etc. -are an integral part of the <br />proposal. The proposed project implements the applicable policies and standards of the <br />Pleasanton General Plan pertaining to hillside development. <br />
