Oak Grove FAR Analysis <br />Originally, the applicants did not propose an FAR limit for the development but rather <br />intended to utilize the development guidelines which provide such site constraint <br />restrictions that the size of a proposed home would be limited just based on topography <br />or other factors. Staff, however, was not confident a reduction of floor area could be <br />successfully implemented at the design level based solely on design guidelines and <br />stated to the applicant that an FAR standard for the Oak Grove development would be <br />required. <br />The applicants evaluated what they believed to be an appropriate-sized home, <br />understanding that the lots will be at a premium and anyone investing at this location <br />would wish to have the opportunity to have estate-sized homes. Therefore, the <br />applicant proposed a 25-percent FAR with a cap of the largest-sized home as <br />12,500 square feet including accessory structures. <br />Staff has re-evaluated the question of FAR and believes that an equitable solution <br />would be an across-the-board 20 percent FAR with a maximum floor area of 12,500 <br />square feet for the estate lots, Lots 10, 26, 32, 33, 34, 45, and 51. Up to 800 square <br />feet of garage area would be exempted from the maximum allowable floor area. This <br />floor area ratio would include the primary structure. enclosed attached/detached <br />accessory structures, and second units. Table 2, on the following page, ranks the 51 <br />lots in ascending order by the maximum building area allowed for each lot with the 20- <br />percent floor area ratio. The listed floor areas do not include the 800 square foot <br />exemption for garage floor area. <br />Staff also evaluated the FAR based on the tables generated within the June 13, 2007 <br />staff report. These FAR's show that 80 percent of the homes will be 10,000 square feet <br />or less. Those homes that may be larger based on a 20-percent FAR would be <br />proportionate to the lot size. <br />Page 21 of 27 <br />
