THE CITY OF <br />L~~S~NTONo CITY COUNCIL AGENDA REPORT <br />October 2, 2007 <br />Public Works Department <br />TITLE: APPROVAL OF PREANNEXATION AGREEMENT AND SEWER AND <br />WATER CONNECTIONS FOR 6352 ALISAL STREET (MARKS) <br />SUMMARY <br />The property owner of 6352 Alisal Street is requesting sewer service for his existing <br />residence located within the Happy Valley Specific Plan area outside the City limits. <br />The property owner is requesting connection to the City sewer system to eliminate the <br />use of his septic tank and leach field. Alameda County, Department of Environmental <br />Health, restricts repairs or installation of new septic systems when a sanitary sewer <br />main is within 200 feet of the property. The property owner is also requesting approval <br />for a future connection to the water system. At this time, the existing well serving the <br />property is functioning properly, however, approval at this time will allow connection to <br />the water system at a later date. <br />RECOMMENDATION <br />1. Authorize connection of the Marks parcel located at 6352 Alisal Street (APN 949- <br />0015-005-02) to the City sanitary sewer and water systems, provided all connection <br />work is done to the satisfaction of the City Engineer and all costs are borne by the <br />property owner, and the proposed extension of City services is approved by LAFCo. <br />2. Approve the preannexation agreement between Marks and the City of Pleasanton, <br />and authorize the City Manager to execute the agreement. <br />3. Authorize staff to file an application with LAFCo for the extension of sewer and water <br />service to the Marks parcel. <br />FINANCIAL STATEMENT <br />The property owner would be required to pay all costs associated with extending the <br />sewer and water system, City connection fees, permits, fees required by the City and <br />County, and LAFCo fees. <br />
