needs. He was not sure what was done over the last 20 years had met those needs. He felt <br />transit-oriented development (TOD) in the Hacienda Business Park makes sense <br />environmentally and in affordability. Until this is looked at the City will not know what the <br />community thinks about it, and he would like to see the developers bring the City a specific plan <br />that shows a viable mixed use, livable, walk able community adjacent to the BART station. He <br />indicated he was supportive of something up to 900 units to see what it would look like and felt it <br />would be of great benefit and encouraged staff to do this as soon as possible. He felt the school <br />district should also be included in discussions, said he has some significant concerns about <br />transit-oriented development at the West Dublin BART Station because he did not believe it <br />provides opportunity for mixed use livable communities and would be supportive of an idea for <br />one specific plan for North Pleasanton that looks at both of those potential TOD locations to see <br />what would make sense there. He indicated he was supportive of flexibility under the cap. <br />Regarding assisted living, there has been discussion and analysis. He felt true assisted living <br />units had not been counted against the cap and he was in favor of doing this here; however, <br />they should be true assisted living in the calculation. He liked the Planning Commission's policy <br />of the CLC that any units that are freed up are allocated to affordable housing and transit- <br />oriented development; however, this would not imply any approval of these. He supported the <br />new land use designations, mixed use and water management lands, cited the jobs housing <br />balance and the need for commercial. <br />Mayor Hosterman suggested putting a period after the word, "one acre or larger." She noted <br />this was located in several places and confirmed staff could adjust this in those areas. <br />Councilmember Sullivan asked for more of an explanation on the sentence, and asked that it be <br />changed to, "consider drafting an ordinance...." or "evaluate drafting an ordinance..." because <br />discussion on resident rights should occur and believes in the sustainability goals. He <br />suggested they be listed up front as Goal number one. Mayor Hosterman queried the Council <br />about moving the sustainability goal up to number one, and after brief discussion, everyone <br />agreed. <br />Councilmember Thorne said he struggled with the housing count unit for Staples Ranch <br />because of impacts. At the time it made sense to him, but since that time he considered <br />consistency and would be concerned that if the City went back and changed the way it did <br />things in mid-stream, some unanticipated issues might arise. He said he would support it as <br />long as the extra units were put towards affordable housing, whether they were TOD or <br />something else. He said he did not support the 25% slope inclusion for determining the gross <br />developable acres, did not like the "any type housing" verbiage in the general plan and he would <br />have to see what the other land use designations look like first. On the issue of establishing a <br />commission, he questioned what this entailed. City Manager Fialho said staff originally included <br />"review and consider" consistent with Council priorities. Councilmember Thorne said he would <br />want to keep it at "consider" and questioned whether it should be called a commission because <br />he saw this as a tool to develop the City's environmental management system and they do not <br />need to be part of the plan review process in a period of time the City is trying to reduce <br />planning processing time. <br />Mayor Hosterman said the commission is an additional program that states, "Establish an <br />advisory commission to the City Council to provide recommendations and policy implementation <br />regarding energy and environmental projects and priorities and to review the energy and <br />environmental issues relevant to development proposals generally." She voiced concerns with <br />this because the Planning Commission reviews all proposals that come before the Council. <br />She said she has a great desire to see a brand new standing commission on energy and the <br />City Council Minutes 12 August 21, 2007 <br />
