Mr. Joe Elliott BISSELL & KARN. INC.
July 22, 2987
- Page 2

Area 1. Pleasanto~Ridge.

This study area would include the existing Foothill Zone and all other land
above the Lower Zone, about elevation 390, west of 1-680 within the City of
Pleasanton planning area. Area planned to remain as open space would be
excluded. Castlewood may be included or excluded at the City's option. We
would give particular attention to current plans for specific developments
with a view to integrating facilities for those projects. The completed
work product would be a comprehensive master plan for ultimate development
in the existing Foothill Zone as well as the remainder of the Pleasanton
Ridge area.

Area 2. Fast of 1-680.

This study area would include all lands above the Lower Zone and east of
1-680, with the exception of areas planned to remain in open space and the
Va!lecitos area at the southern boundary of the City's planning area.

For either or both areas the specific items of work required would be the
same; only the extent of work would vary. Specific tasks are as follows:

o Obtain current land use planning data, and estimate distribution
of development within the planning area in sufficient detail to
allow estimation of water demands and system requirements in each
of the present and future pressure zones. This would be done
primarily by our land planning department and reviewed with the
City planning department.

o Establish system criteria based on previous studies.

o Define the limits of each pressure zone, both vertically and in
plan.

o Determine size and general location of required facilities for
ultimate development, based on available data. This would include
identification of constraints, such as geological hazards, on
facility location.

o Identify areas of benefit for major facilities.

o Prepare planning level cost estimates for all facilities,
summarized by pressure zone and benefit area.

The results of each task would be reviewed with City staff before
finalizing. A draft report would be prepared and reviewed with City and
staff prior to preparation of the final report.

At this time it is not anticipated that computer modeling of the system
will be required. if necessary or desired, we could develop models of one
or more of the upper pressure zones and/or the Lower Zone.

WDP.6.12
