were adequate and would not be able to certify the EIR based on the photomontage. <br />When considering the project as a whole, she did not believe she had sufficient <br />information to certify the EIR. <br /> <br />Commissioner O’Connor noted that aside from the EVA issue and with respect to the <br />trails access, he believed that it was very unfair to expect the two neighborhoods to take <br />the brunt of all of the traffic to get to a huge public amenity. He believed that a <br />permanent second access area was needed for the development apart from the EVA. <br /> <br />Chairperson Fox agreed with Commissioner O’Connor’s assessment. <br /> <br />Chairperson Fox moved to decline certification of the Final EIR for PUD-33, that <br />the Final EIR did not conform to the CEQA findings, and that the Environmental <br />Findings could not be made. <br />Commissioner O’Connor seconded the motion. <br /> <br />ROLL CALL VOTE: <br /> <br />AYES: Commissioners Fox, O’Connor, and Olson. <br />NOES: Commissioners Narum, Pearce. <br />ABSTAIN: None. <br />RECUSED: Commissioner Blank. <br />ABSENT: None. <br /> <br />Resolution No. PC-2007-34 declining certification of the EIR was entered and <br />adopted as motioned. <br /> <br />Chairperson Fox would like to see a document to address the issues of concern. <br /> <br />Mr. Roush noted that since the Commission had declined certification of the EIR based <br />on areas of legal insufficiency, the Commission’s comments would be passed to the City <br />Council. <br /> <br />Chairperson Fox recalled Commissioner O’Connor’s earlier comments about alternative <br />EVA roads, the prominence of Court 1, as well as the three-story stepped houses. She <br />would like to see visual simulations of those houses and would like the issues of vibration <br />and noise impacts addressed. She was also concerned about the potential fire hazards. <br />She would like potential affordable housing to be addressed. <br /> <br />Commissioner O’Connor believed that access was a significant issue and noted that a <br />second permanent access may eliminate the need for the EVA. <br /> <br />Commissioner Olson noted that would enable him to support the EIR. <br /> <br />Chairperson Fox would like the concerns about the project to be addressed as a whole, <br />and not in a piecemeal manner. <br />PLANNING COMMISSION MINUTES June 27, 2007 Page 25 of 28 <br /> <br /> <br />
