In response to an inquiry by Commissioner O’Connor’s inquiry regarding whether it was <br />a written requirement that the parent escort the children into and out of the classes, <br />Ms. Yoo Im replied that she created a contract with the parents and that the requirements <br />were noted in writing. <br /> <br />THE PUBLIC HEARING WAS CLOSED. <br /> <br /> <br />Commissioner Blank moved to make the required conditional use permit findings as <br />listed in the staff report and to approve Case PCUP-186, subject to the conditions of <br />approval listed in Exhibit B of the staff report, as recommended by staff, with the <br />additional conditions that the children may only be dropped-off or picked-up inside <br />the classrooms by their parents and that if the applicant wished to create a child <br />care facility, she would be required to obtain the appropriate licenses; and directed <br />the Planning Director and Traffic Engineer look into the installation of signage in <br /> <br />the parking lot alerting drivers to the presence of the school’s activities. <br />Commissioner O’Connor seconded the motion. <br /> <br />Chairperson Fox noted that she took the concerns expressed by Child Care Links very <br />seriously and added that they were responsible for licensed child care within the <br />Tri-Valley area. She noted that the Pre-Kindergarten and Montessori classes were of <br />more concern to her than the tutoring classes. She did not believe she would support the <br />project with respect to Pre-Kindergarten and Montessori classes unless the parents stayed <br />on-site, or alternatively, if there was State licensing. She invited an amendment to add <br />the requirement that parents remain on-site. <br /> <br />Commissioner Blank noted that he would not consider that amendment. He stated that <br />when he questioned the Child Links representative, that requirement was not to be found <br />in the presentation as a suggestion or consideration. When he inquired about their <br />suggested mitigations, Chairperson Fox’s amendment was not among them. <br /> <br />Commissioner Pearce noted that if the State did not require the applicant’s use to be <br />licensed as a child care facility and if the Child Care Links’ concerns had been addressed, <br />she would support the application. <br /> <br />Chairperson Fox advised that she had concerns about the licensing, noting the letter <br />regarding a maximum of 15 hours per week from the previous drop-in child care center. <br />She believed that the Pre-Kindergarten use should be licensed if it were to be open <br />25 hours per week and added that she would not support this motion. <br /> <br />ROLL CALL VOTE: <br /> <br />AYES: Commissioners Blank, O’Connor, Olson, and Pearce. <br />NOES: Commissioner Fox. <br />ABSTAIN: None. <br />RECUSED: None. <br />ABSENT: None. <br />PLANNING COMMISSION MINUTES January 24, 2007 Page 9 of 24 <br /> <br /> <br />
