noted that the City recognizes that the required Code ratio may be inadequate; the City <br />Council had recently provided an assessment in that regard as well. She noted that this <br />was not the preferred plan, but staff recognized and commended the church’s efforts in <br />looking for a compromise that may lead to a solution and support of this project by the <br />neighborhood. <br /> <br />In response to an inquiry by Chairperson Fox about the parking space count and whether <br />it was assumed that the cars would move clockwise or counterclockwise around the site, <br />Ms. Decker noted that the Church’s proposal was the previous site plan, which had <br />122 parking spaces. This alternative plan reduced that to 98 parking spaces and <br />maintained the reduction from 43 to 22 on the Del Valle Parkway side. Regarding site <br />circulation, the existing site parking layout was single-loaded with angled parking, which <br />is not efficient. She demonstrated the parking scheme on the screen and added that the <br />parking area would be expanded and revised to use perpendicular parking with standard <br />parking stall sizes. The circulation would be two-way throughout the site. <br /> <br />Ms. Decker then displayed and described the landscaping plan and Master Plan <br />renderings. She displayed the elevations, floor plans, and material treatments for the <br />plan. She noted that the proposed architecture was compatible with the existing <br />buildings. She advised that in all cases, the findings for all the alternatives and elements <br />could be made. <br /> <br />Ms. Decker noted that there had been neighborhood concerns about the expansion of any <br />of the Golden Road parking area, which was addressed in the staff report. The neighbors <br />had proposed an idea to relocate the permanent building out of the 1999 Master Plan <br />location and the proposed Master Plan location and move it to where the temporary <br />buildings were; this would allow the continued use of the parking area off of Del Valle <br />Parkway. She noted that the neighbors also felt that relocating the building would allow <br />connecting the two parking areas, similar to some degree to that shown on the 1967 plan. <br /> <br />Ms. Decker stated that staff did examine the connection of the two parking areas, and <br />there was concern, as there was in 1999, regarding the need for and safety of such a <br />pass-through. She noted that in 1999, the Fire Department had required a connection that <br />now was no longer required. She added that it was currently bollarded. She noted that <br />the functionality and use of Sonshine Preschool could possibly be disrupted; the scope of <br />program of the preschool would be changed, and one or both of the temporary structures <br />may be required to be removed. She noted that not all of the preschool would be held in <br />the parish center. Staff was concerned that an amenity to the community may be lost and <br />that the majority of the program may be required to be closed during the year-long <br />construction. This third alternative was not embraced by the Church at this time as there <br />were grave concerns that nearly 200 families would be affected with potentially no close <br />alternative for child care.
