four forms of notification: posting on the City’s website, posting on bulletin board <br />outside the 200 Old Bernal building, publication in the newspaper, and noticing within <br />1,000 feet of the project site. She noted that because of instances in the past when an <br />outrage occurs in the community because people are not noticed due to deficiencies in the <br />County Assessor’s roll, the City is careful about accuracy and ten-day advance noticing. <br /> <br />Ms. Decker noted that staff can provide the Commission with a two-page staff report, but <br />it would not contain enough information to make a responsible decision. She stated that <br />it is staff’s job to provide the Commission with the necessary tools needed to make an <br />informed decision, along with public testimony and staff presentation. <br /> <br />Commissioner O’Connor inquired if there is a legal requirement to have the staff report <br />available to the public 72 hours before the meeting. Ms. Decker replied that the 72-hour <br />requirement is only for noticing an item to be added to the agenda. She added that staff is <br />committed to have the staff reports available to the Commission at the earliest <br />opportunity on Thursday or Friday before the meeting and to have them posted on the <br />City’s website before 5:00 p.m. on Friday. She added that on occasions when reports are <br />not ready for posting by Friday afternoon, support staff has come in on Saturday morning <br />to do so. <br /> <br />Commissioner O’Connor requested clarification that the unavailability of staff reports <br />until Monday morning does not preclude the item’s being considered at the Wednesday <br />meeting. Ms. Decker confirmed his statement. <br /> <br />Chairperson Fox requested that if it is anticipated that the Oak Grove staff report and <br />documents would be revised, the Commission receive all the documents by Friday before <br />the meeting. Ms. Decker said yes and added that another request is to provide the <br />Commissioners with a “red-lined” copy of the previous staff report so they would know <br />what changes have been made. She advised that staff carefully looked at the original <br />staff report for in consistencies and that the many revisions made a red-line copy too <br />difficult to read. She indicated that there would be a completely new staff report as well <br />as conditions of approval, findings, and overriding considerations. She stated that staff <br />wants to provide the Commission with a good staff report and apologized for the <br />inconvenience of having to re-read the entire report. She indicated that she would <br />individually walk any Commissioner who desired through the changes. <br /> <br />Chairperson Fox inquired when notices are sent out when an agenda item is continued. <br />Ms. Decker replied that courtesy notices are sent out ten days in advance of meetings and <br />depending on the complexity of the continued project. <br /> <br />Chairperson Fox noted that the Commission normally does not take new items after <br />11:00 p.m. She inquired if it would be all right with the other Commissioners if items are <br />taken until midnight.
