She felt it was unfair to discuss merits of the situation <br />without the ability for the person to speak and she hoped the Planning Commission does not <br />feel the Council is putting pressure on them to act a certain way. <br />Councilmember Sullivan agreed, said he had been labeled an obstructionist on the Planning <br />Commission, but one person's obstruction was another person's champion of democracy, so it <br />was a very subjective thing to say about someone. He felt the Council needed to decide how to <br />handle the matter by agendizing an item regarding the Planning Commission process. <br />City Manager Fialho said staff was bringing back an ethics manual for elected officials and <br />commissioners that deals with a host of issues, but it would most likely occur sometime in <br />October. Regarding the Commissioner issue, the City Attorney was comfortable with the Mayor <br />having that conversation with him in terms of what transpired and he could follow-up individually <br />with each Councilmember and let them know what his understanding of the issues and facts <br />are. He could also discuss the matter with Ms. Fox, which the Council agreed was important. <br />There was no consensus to place this item on a future agenda for discussion. <br />COUNCIL REPORTS: <br />24.
