Councilmember Sullivan thanked the energy committee, said it was a huge effort, felt it <br />was important to get the plan in place not only for environmental benefits, but also <br />economic benefits, reliability of power, noted the element has changed significantly and he <br />supported the final result with the few changes. He felt there was one policy missing that <br />he wanted to see added, which was a climate change policy and a program for the ICLEI <br />Cities for Climate Protection Program the city just joined. He said they struggled a lot with <br />transportation at the energy committee and he thinks they decided that it primarily <br />belonged in the circulation element and even the land use element and supported <br />Councilmember McGovern’s proposed changes. <br /> <br />He referred to page 3 of the agenda report; it states “Elimination of former Policy 1 and <br />Programs, which was a City Energy Manager. While he does not necessarily feel the city <br />should have a title of City Energy Manager, the City should have someone whose function <br />it is to coordinate and pay attention to these issues. They discussed also having a <br />commission on energy and the environment which is a City Council priority and to him, <br />that person would be the staff representative of that commission. But if we do not have <br />someone who focuses on these issues, we will not pay attention to them and felt the City <br />Manager could establish that function. He was supportive of transferring many of the other <br />policies to other elements but questioned the process for this happening. <br /> <br />Ms. Stern said the Council has not looked at the elements of land use, circulation or noise <br />yet and staff could certainly include those concepts. <br /> <br />Councilmember Sullivan referred to Attachment 2, page 10-1, second paragraph, blue <br />text, second paragraph, second sentence add the following to the sentence; “This element <br />strives to maintain the highest quality environment and quality of life through the use of <br />energy efficiency, renewal energy or energy that can be recycled or be returned to nature <br />to generate more resources.” On page 10-4, he felt PV reduces demand, which is power, <br />which also drives the need to build power plants. So, if we can reduce demand, we also <br />reduce the need to build additional power plants. He asked that “thus reducing demand” <br />th <br />be added to the next to the last sentence in the paragraph. He referred to page 10-6, 5 <br />paragraph, and asked to delete the last sentence; “PG&E paid for half of the $4.6 million <br />project” and said ratepayers actually paid for his and PG&E simply administers those <br />funds. Regarding page 10-9, he felt there was a lot of focus on lighting. He felt it was more <br />comprehensive issue and said focusing on energy demand and energy efficiency was a <br />comprehensive picture and includes things like lighting, heating, A/C, ventilation and <br />building siting, not just focusing on lighting. Mayor Hosterman said lighting and signage <br />issues were huge for her and Councilmember Sullivan was supportive of the wording, but <br />wanted to see additional language that talks about a more comprehensive look at energy <br />efficiency projects or strategies included. <br /> <br />He supported page 10-11 and the deleting the section on living roofs, agreed with changes <br />suggested for page 10-12, and agreed with page 10-14 to change the word that talks <br />about establishing financial incentives to encourage development of low energy homes. <br />He agreed with the new program 9.4 changes on page 10-14, but he wanted to leave in, <br />“Establish a category of “Energy Efficient Housing” under the City’s growth management <br />program and establish a sub-allocation of housing units for this category.” He was okay <br />with also moving both to Policy 3.
