Public Comment <br /> <br />Mike Hamilton addressed the City Council regarding his request for the Council to <br />reconsider its decision regarding the Trinity Lutheran building project. He said a new <br />master development plan should be prepared and requested the city keep its obligation to <br />follow through on past commitments and treat its residents equally. <br /> <br />Fred Norman addressed the City Council regarding American troops killed in Iraq, <br />requested the Council speak out against the atrocity and asked everyone to honor the <br />troops in a moment of silence. <br /> <br />Les Young addressed the City Council regarding recreational vehicles parking by a <br />transient on Pleasanton streets, its affect on property values, asked that the Council <br />change its parking regulations to eliminate long-term RV parking and require resident <br />permits, and provided a copy of the City of Antioch’s ordinance. <br /> <br />Mayor Hosterman confirmed with the City Manager that Council provided direction to <br />further explain the issue and identify options for consideration, which would soon be <br />agendized. <br /> <br />Councilmember McGovern asked that the City Attorney explain to Mr. Hamilton Consent <br />Calendar Item 2, the amendment to the Zoning Ordinance, which delays the effective date <br />of quasi-adjudicatory decisions. <br /> <br />PUBLIC HEARINGS AND OTHER MATTERS <br /> <br />19. Provide direction on Preferred Circulation Network and Land Use Plan for the General <br />Plan Update <br /> <br /> Nelson Fialho, City Manager, said Mike Tassano, the City’s Traffic Engineer, Janice Stern, <br />Principal Planner and Kim Stern, Traffic Analyst with Dowling & Associates, would provide <br />a brief summary of last Tuesday night’s workshop presentation and address questions <br />raised at that meeting. <br /> <br /> Ms. Stern reported the item was a follow-up to the General Plan Joint Workshop that was <br />held last week and the purpose was to receive City Council direction on a preferred <br />circulation network and land use plan to guide the completion of the Draft General Plan <br />document and the EIR. She said joint sessions were conducted several times where a <br />preferred land use was agreed upon. They ran model results for the preferred land use <br />plan and the working draft circulation network and reviewed the first lot of results in <br />January 2007. The City Council then directed staff to prepare additional analysis including <br />all three land use plans and to analyze them both with and without the Stoneridge Drive <br />extension, and results had been discussed at the joint session. <br /> <br />Ms. Stern said the results were for build-out of the General Plan for the traffic modeling, <br />meaning they are looking at the construction and occupation of all buildings that are <br />allowed under the new General Plan, all roadway improvements assumed as part of the <br />model network, and build-out of regional neighbors’ General Plans and of the County. <br /> <br />City Council Minutes 4 May 1, 2007 <br /> <br /> <br /> <br />
