The roll call vote was taken as follows: <br />AYES: Councilmembers - Brozosky, McGovern, Sullivan, Thorne, and <br />Mayor Hosterman <br />NOES: None <br />ABSENT: None <br />ABSTAINED: None <br />4. CONSENT CALENDAR <br />Mr. Thorne referred to agenda item 4e and asked if the $1.00 per occupied room per <br />night on lodging businesses with 35 rooms or more was part of the four percent Transient <br />Occupancy Tax (TOT)? <br />Mr. Fialho said no. The conceptual proposal is to increase the TOT from eight percent <br />per room per night to twelve percent per room per night, which would equalize the TOT in the <br />Valley. Currently the TOT on an average between the four Tri-Valley cities is approximately <br />eight percent. He pointed out that the $1.00 per occupied room per night would be completely <br />separate from the TOT and would go towards funding the Tri-Valley Convention & Visitors <br />Bureau (TVCVB) over the next few years. If the TOT comes back to the City, Council would <br />determine how to allocate these funds. <br />Mr. Thorne referred to agenda item 4f and asked if the increase to the City's electrical <br />cost by $150 per month for the traffic signal was an LED stoplight? <br />Mr. Fialho said yes and noted that the $150 is distributed on a pro-rata basis for traffic <br />signals in the Valley. <br />Mr. Thorne referred to agenda item 4j and asked staff why a feasibility study was being <br />conducted? <br />Mr. Fialho said the $100,000 in initial funding for the Alamo Canal Trail connection to <br />Dublin is a joint feasibility study between East Bay Regional Park District (EBRPD), the City of <br />Dublin and the City of Pleasanton to look at the engineering feasibility of connecting the two <br />trails between the cities underneath the I-580 overpass. He noted that there are some <br />engineering limitations associated with this and the $100,000 would be used to hire an <br />engineering firm to help decide the options for constructing this connection. <br />Mr. Thorne believed $100,000 to conduct the feasibility study was excessive. He <br />requested that this item be pulled from the Consent Calendar and moved to Public Hearings <br />and Other Matters, agenda item 6h. <br />Ms. McGovern referred to agenda item 4e and asked if the Tri-Valley Tourism Business <br />Improvement District (TBID) would receive $1.00 per occupied room per night on lodging <br />businesses with 35 rooms or more and how much money this equated to in Pleasanton over a <br />one-year period? <br />Pamela Ott, Economic Development Manager, said the estimate is based on an <br />occupancy rate of approximately 60 percent, which is approximately $1,000,000 over the course <br />of a fiscal year. <br />Pleasanton City Council 2 09/06/05 <br />Minutes <br />
