and the majority of tennis players are turned away at this time because the majority of the courts <br />may be taken. <br />Ms. McGovern asked staff when it returned to Council with the results of survey and <br />recommendation from the Parks and Recreation Commission if it would discuss the possibility of <br />places for locating additional tennis courts if needed besides the Bernal property? <br />Mr. Wolfe said staff did not specifically address this issue with the Commission. This <br />issue becomes a larger question in that while staff might believe there are areas where <br />sufficient space is available to locate lighted tennis courts, the question is are the adjacent <br />neighbors going to want these lighted facilities and the additional traffic that is generated. <br />Assuming there is a need, Mr. Fialho said staff could bifurcate the action and Council <br />would review the analysis and direct staff as whether there is any value in terms of pursuing <br />other options. Based upon that, staff would return to Council at a later date informing Council <br />where the need could be accommodated. <br />Ms. McGovern did not believe locating tennis courts all in one area was the best idea as <br />sometimes it is good to have them in neighborhoods within walking distance to the neighbors. <br />In response to an inquiry by Mr. Brozosky, Mr. Wolfe said that possible space might be <br />available to locate additional courts at the Tennis and Community Park but would be <br />problematic. To locate any tennis courts west would begin to encroach on the existing <br />basketball courts and closer to neighbors. He was not certain how much space was available <br />going in the eastern direction as it is closer to Hopyard Road and would impact the remainder of <br />the design of the Park. <br />Mr. Sullivan was in support of staff's recommendation but was not completely satisfied <br />with what was being done. He believed the City is making tennis courts available for players to <br />use immediately but maybe these are courts that used to be available and went away and came <br />back. He is receiving the message loud and clear from the tennis community that Council is not <br />responding to their needs and requests. While he was interested in receiving the survey data, <br />he was not certain how conclusive it would be. He wanted to continue to discuss City tennis <br />services in the context of the General Plan update and discussion of lighted tennis courts at the <br />Bernal property. He did not believe the remedies that are currently being proposed solve the <br />problems for the long term. <br />Mayor Hosterman recalled that Council addressed this issue some time ago when <br />Council took action to consider what the Specific Plan might look like eventually for the Bernal <br />property. At that time, Council had discussion based upon community outcry from the tennis <br />community that there is a need for additional tennis courts and was something that Council <br />would consider.
