He recalled <br />that Council directed staff as part of the Specific Plan for the remainder of the Bernal <br />Community Park, that tennis courts might be an option or amenity it would like considered. <br />Mr. Sullivan pointed out that the issue of lighted tennis courts for the remainder of the <br />Bernal Community Park is completely independent of what is currently being discussed. <br />Mr. Wolfe said that is correct. <br />Mr. Sullivan asked if the Parks & Recreation Commission conducted a survey that <br />established what it believed the needs are for lighted tennis courts in the City? <br />Mr. Wolfe said the Commission is hoping that the data that staff receives from Tennis <br />and Community Park will provide some indication of the numbers of people that are turned away <br />simply because there are no available lighted tennis courts. Staff provided a report to Council <br />this evening because it had asked staff to report back to it specifically related to the action taken <br />by the Parks and Recreation Commission. <br />Beyond the three-month survey, Mr. Sullivan asked if there were any plans to conduct a <br />comprehensive assessment study of tennis services? <br />Mr. Wolfe said not at this point. Depending upon the data received by the three-month <br />survey, the Commission may ask for a comprehensive study to occur. At this point, the focus <br />has been on whether to light the courts at Pleasanton Middle School. <br />Mr. Brozosky asked if Council gave staff direction to provide a master plan for all of the <br />sports fields in the community? He wondered if this was tied to the General Plan update. <br />Mr. Fialho reminded Council that it gave staff direction to provide a master plan for all of <br />the sports fields in the community, which is tied to the General Plan and specifically, the Public <br />Facilities Element of the General Plan. The master plan is broad and will not provide the exact <br />numbers of features that are available on a particular site but it will generally list the kinds of <br />features that could be on that site rather than the specific number. <br />Mr. Brozosky asked if staff is working on identifying the number of fields that are needed <br />for the various sports towards build out? <br />Mr. Fialho said staff is working on this and tennis will be addressed in a general sense. <br />The more specific aspect of that question as to how many tennis courts are needed in the <br />community is outside of the scope of this analysis. He pointed out that the number of lighted <br />tennis courts and the need would be addressed through the three-month survey with the Tennis <br />Operator. Generally, the placement of fields and where they will be located will be answered <br />through the General Plan process. <br />Mr. Brozosky mentioned Council has heard comments from tennis players that they are <br />not trying to make reservations any more because they do not believe any courts are available. <br />Mr. Fialho said there is a variation of this analysis. Staff will present Council the data <br />and the Tennis Operator is trying to supply data, which will allow Council to make an informed <br />decision.
