In response to an inquiry by Ms. McGovern, Mr. Fialho said the funding that is needed <br />for the Firehouse Arts Center project would not be removed from the Civic Center Site <br />Improvement Reserve. <br />Mr. Brozosky supported the renovation of the Donlon athletic fields. The City and the <br />School District are jointly financing an improvement that benefits both the School District and <br />the City. He would prefer to have funding that is currently available in reserve accounts be used <br />rather than remaining in these reserves where the cost of inflation and construction keeps <br />increasing which leaves the money with less building power. He believed it would be better to <br />save for new future projects as opposed to having money in different reserve accounts where <br />the value of it decreases significantly over time. <br />There were no public comments. <br />It was moved by Mr. Thorne, seconded by Mr. Brozosky, to reallocate up to <br />$500,000 from the Civic Center Site Improvement Reserve (including expansion of the <br />Library, removal of modular buildings, new City Hall office complex, and <br />community/youth center), to authorize the City Manager to execute any related <br />documents for a joint project with Pleasanton Unified School District to renovate the <br />athletic fields at Donlon Elementary School, and to direct the School District to present <br />its final renovation plan to Council prior to project commencement. <br />Mr. Fialho informed Council staff has approached this project from the direction that the <br />City would financially contribute but not manage the project. He recommended that this item go <br />to the School Liaison Committee for review and ratification rather than to the full Council <br />because the dialogue occurs at this level and is what the Liaison Committee is empowered to <br />do. <br />Mr. Thorne said he did not necessarily need to have a dialogue about the final <br />renovation plan but would like to receive a copy of it prior to it being approved. <br />Mr. Brozosky noted that City money is being used to fund this project. His primary <br />concern was seeing what this funding was going towards in case the School District decided to <br />make changes to the renovation plans based on financing. He wanted this project to fit in with <br />the goals of the City. <br />Ms. McGovern said the City's money is being utilized to help renovate these fields and <br />the public should be able to see at a Council meeting what these funds are being allocated for. <br />She believed it appropriate for both School District and City staff to review the final renovation <br />plans as there may be something that each feels is important to include and otherwise might be <br />forgotten. <br />Mr. Wolfe said staff is planning to be involved in the process. The City's interest in this <br />project is the value of these improvements for the youth sports organizations, which are the <br />organizations that the City deals with in terms of available space. <br />Pleasanton City Council 12 09/06/05 <br />Minutes <br />
