b. The City grants these growth management approvals with <br /> the expectation and understanding that the owners of <br /> lands upon which approval is granted will rely upon <br /> their continuing validity. However, the City cannot <br /> guarantee that actions beyond reasonable control of the <br /> City will not interfere with development of the subject <br /> parcels. <br /> <br /> c. The City will use its best efforts to reserve sewage <br /> capacity sufficient for outstanding valid sewer permits, <br /> but this resolution does not guarantee the availability <br /> of sufficient sewage treatment capacity to serve the <br /> project. Building permits may be withheld if sewage <br /> treatment capacity is determined by the City, the Dublin <br /> San Ramon Services District or The Regional Water <br /> Quality Control Board not to be available at the time <br /> developer applies for a building permit. In the event <br /> sewage treatment capacity is not available to enable <br /> developer to meet the development schedule approved by <br /> the resolution, the City will enact amendments to this <br /> resolution which will, as so far as is feasible, carry <br /> out the intent of this resolution given the availability <br /> sewage treatment capacity. <br /> <br /> Section 4. Nothing herein shall lessen any obligation of <br /> developer required as a condition of any other approvals <br /> granted by the City. <br /> <br /> Section 5.
