Hearing no further requests to speak, the public hearing was closed. <br />Councilmember Sullivan indicated he would like to see how the City could help the LARPD <br />Friendship Center and explore further options for funding. <br />Mayor Hosterman indicated she would like to have a better understanding of what their <br />needs are and what their future funding needs will be. <br />Mr. Fialho indicated the City can work with Livermore to address concerns regarding the <br />Friendship Center. <br />Councilmember Cook-Kallio indicated she would like to know how many people the center <br />serves, whether or not there is a huge waiting list, whether or not there is an issue as to <br />where the building is located, or is there an issue with neighborhoods. <br />Councilmember McGovern indicated she is still thinking about the Senior Center and <br />whether or not it provides this service and whether or not more people in Pleasanton could <br />be served if we look at partnering them with our Senior Center. She added that perhaps <br />the Council should consider keeping the administrative 20% that is there, but taking that <br />same amount of money from the General Fund. <br />Councilmember Sullivan supported staff's recommendation on the grants with the addition <br />of looking at the LARPD program needs and options on how Pleasanton and Livermore <br />might participate. He indicated the Senior Center should also be looked at to see if <br />someone could be employed there. He also indicated he would go along with the one <br />year of transferring staff's administrative fee of $57,000 to the grant programs. He <br />supported starting the process with the Human Services and Housing Commissions to <br />review both grant programs for fiscal year 2008/09, including how it is done, and if funding <br />should be increased. <br />Mr. Fialho clarified that this is a priority for fiscal year 2008/09 and that staff is looking at <br />not only revamping the process, but increasing the earmark for social services. That the <br />City fund the equivalent of the 20% administrative fee from the General Fund for that fiscal <br />year rather than this one since we're in the midst of social services grants this year. He <br />noted that this would be the preferred approach and would be consistent with Council <br />priorities. <br />Motion: It was Ms by Sullivanlfhorns, to adopt Resolution No. 07-102 approving the <br />allocation of Federal and City Funds Relative to the Community Development Block Grant <br />(CDBG) and Home Investment Partnership Program (HOME) Funds for Fiscal Year 2007. <br />Motion passed by the following vote: <br />Ayes: Cook-Kallio, McGovern, Sullivan, Thorne, Mayor Hosterman <br />Noes: None <br />Absent: None <br />City Council Minutes 9 April 3, 2007 <br />
