Public Comment
George Cook of the Hacienda Mobile Home Park, addressed the Council noting they are
in the sixth year of a five-year agreement between the City and the owners of the Park.
He noted in 2001 they gave their approval to an agreement that they felt was fair and
equitable to the owners and residents. In the terms of the agreement discrepancies were
found in the annual CPI rent increases and in other areas such as tax pass-throughs,
discounts, etc. Some of these issues have been resolved, but numerous discrepancies
remain. The owners have been granted two extensions to the agreement which now
extends to the end of July. In the interim the owners have been allowed to raise the rent
to CPI and in addition were allowed to raise the basic rent for amove-in individual an
additional $25.00. The residents were surprised to learn this as they were under the
impression that if the agreement was allowed to expire the senior ordinance would be
invoked and everything would be frozen. The residents are still owed money from the
City Council Minutes 3 April 17, 2007
