cities use something other than modeling or if this was the only strategy to get <br />information. <br />Deputy Director Tassano said this was the best practice. Pleasanton has the most <br />involved model of any local agency he has seen and is the best way to gather <br />information. <br />Councilmember Thorne asked if staff were requested to do additional modeling, would <br />the cost be covered under the existing professional services agreement. <br />Deputy Director Tassano replied that the models set forth in the staff report are definitely <br />covered. If 45-50 more runs are necessary, it may be necessary to draft a new <br />agreement. <br />Councilmember Thorne referred to the three left turn lanes from Santa Rita onto Valley <br />Avenue and asked what would happen to Valley Avenue? He questioned if traffic <br />moved quicker through the intersection if it would just back up on Valley? <br />Deputy Director Tassano said one of the difficulties in reviewing levels of service is that <br />the congestion points are always at the intersections. Traffic from a three lane road <br />could turn onto a two lane road so long as there were no congestion points on the two <br />lane road. <br />Councilmember Thorne referred to the review of problems on Highway 84. He felt it was <br />necessary to have an agreement among the cities involved in the Triangle Study <br />regarding improvements before any consideration should be given to Stoneridge Drive. <br />Mayor Hosterman said it has always been contemplated that at the end of the study <br />there would be some sort of agreement among the agencies involved for purposes of <br />lobbying with one voice for getting the necessary funding for the infrastructure <br />improvements. <br />Councilmember Thorne asked what was the East Dublin Properties Roadway Network? <br />Deputy Director Tassano said that was the specific plan for East Dublin and staff has <br />reviewed it. <br />Councilmember McGovern believed the biggest decision for the city of Pleasanton is <br />regarding its land use and circulation elements. She shared her concerns about <br />accountability. She felt when future development is reviewed, there needs to be some <br />safety valves in the conditions, especially with regard to funding mechanisms. She was <br />concerned that if the traffic model was incorrect, there might not be funding available for <br />a correction. She suggested adding that in all the conditions of new development. <br />Commissioner Blank agreed and suggested posting a bond for relief in the event the <br />traffic engineer's plan fails the city and nearby neighborhoods could get some relief. <br />Councilmember McGovern expressed concerns about traffic signal synchronization and <br />asked if there could be a staff presentation on that subject. <br />City Council Minutes 5 January 30, 2007 <br />Joint Workshop <br />
