John Butera said he used to cut through Hayward over thirty years ago, before BART, <br />and people are still using that same cut through route. He stated there are many routes <br />to use to cut through Milpitas. He believed the traffic model was a waste of money. He <br />indicated the traffic around the Bay Area has been bad for years. He mentioned related <br />websites that tell traffic information and commented people will always avoid traffic <br />where possible. He does not see how Stoneridge extension could help Pleasanton. He <br />indicated that there were related signal patterns on EI Camino Real on the peninsula and <br />suggested similar signal changes in Pleasanton so that in the evening around 9:00 p.m. <br />and on the weekends, the signals should go to flashing yellow and he urged increased <br />traffic enforcement. <br />Mayor Hosterman indicated Council had recently held its priority setting workshop and <br />one of the priorities is a traffic signal workshop to discuss coordination. <br />James Paxson asked Council to consider TOD development at this phase of the <br />evaluation. He believed the Hacienda Owners Association had a lot to offer at an <br />important time in the Council deliberations. He said the Association was willing to <br />contribute funding to the process and urged evaluation of the TOD at this time. <br />Brian Arkin said he strongly supported a high density, transit-oriented development at <br />the BART station. He believed that would go a long way to reduce further impact of <br />locally generated traffic in Pleasanton. He indicated the idea of flashing yellow lights <br />was intriguing and asked if the traffic engineers were aware how it worked in other cities. <br />He referred to the Specific Plan of his subdivision and read a section regarding the noise <br />mitigation and the requirement for 33-foot setback for housing and a 5.5-foot sound wall <br />on a three foot landscaping berm. He said none of that has been done. He believes <br />assumptions about traffic around a school would be pretty good. He suggested some <br />merit weight for factors to see how good a model is for a particular site. He also said it <br />would be nice to have some "guestimate" for the accuracy five or ten years in the future. <br />He then mentioned items he would like to see removed from the General Plan for <br />community character reasons. One is the West Las Positas interchange, which he <br />supported removing because of the traffic impact on the neighborhoods. He further <br />noted he supported constrained gateways. <br />David Bouchard representing the Pleasanton Chamber of Commerce, urged Council to <br />model the Stoneridge Drive extension sooner rather than later. He presented a copy of <br />a letter from the Chamber to the City Clerk. <br />Judy Symcox supported the Stoneridge extension model now and also requested a <br />model of the Busch Road extension to EI Charro. She wanted the same standards used <br />on both. She also commented that according to the Pleasanton Weekly, Scott Haggerty, <br />President of the Board of Supervisors, is recommending that the Stoneridge extension <br />go through.
