<br />Director Iserson suggested that the FAR be set at 25% and give an allowance of 800 <br />or 900 square feet for the garage and anything above that garage size, any floor area, <br />would go in as deducted from the size of the house. This would ensure that really <br />large garages would be factored into the house size. <br /> <br />Staff additionally suggested that Lot 1, the 93,000 square foot lot, be clarified in the <br />conditions that for purposes of the FAR anything within the creek area up to the top of <br />the bank not be considered developable area. <br /> <br />Mr. Babbitt was supportive of staff's suggestions, including the recommendation <br />regarding setbacks. Regarding sports courts, he said the intent is not to have them <br />lighted. <br /> <br />Councilmember McGovern indicated that accessory structures should be factored into <br />the suggested FAR policy by staff as well. <br /> <br />Mr. Babbitt commented he would be supportive of having construction hours limited to <br />Monday through Friday for the outside of the home, but would be supportive of <br />extending into Saturdays for the inside construction. <br /> <br />Mayor Hosterman closed the public hearing. <br /> <br />Councilmember Sullivan indicated he is supportive of the project and the modifications <br />that have been suggested, as it will provide Council better control over the massing <br />issues. He commended Mr. Babbitt on his proactive approach to green building. <br /> <br />Councilmember McGovern commented on all the work that has been done on the <br />creek and indicated she is excited about the trail plans. She encouraged setbacks for <br />the sports courts. She indicated she also supports construction Monday through <br />Friday until the house is enclosed because this project is in a peaceful area of town. <br /> <br />Motion: It was m/s by Sullivan/Thorne to introduce Ordinance No. 1945 approving <br />PUD-99-7 -3M/PDR-578, Heartwood Communities, an application for a major <br />modification to an approved PUD development plan for Tract 7162 (formerly TTK <br />Properties) located on the south side of Happy Valley Road at Happy Valley Road and <br />Alisal Street, to incorporate design guidelines for the development and to modify the <br />design review approval process; and design review approval for the construction of <br />approximately 7,128 sq. ft., 2-story home with an approximately 1,668 sq. ft. garage <br />and a 1,088 sq. ft. basement located on lot 8, to include setbacks for the sports <br />courts; construction hours being Monday through Friday until the house is enclosed; <br />and a plan to address the total square footage that could be built on the lots due to the <br />high FAR.
