6e. Consideration of an Ordinance amending Chapter 2.04 the of the Municipal Code
setting Salaries for Mayor and Council (SR 06:248)

City Attorney Michael Roush gave an overview of the proposed ordinance and
indicated staff recommends the Council (a) introduce an ordinance increasing Council
salaries to $700/month and the Mayor's salary to $8oo/month, both operative as of the
start of the next City Council term of office in 2006, and (b) adopt the proposed
resolution establishing a $200/month car allowance for the Council.

Council member McGovern clarified the ordinance being introduced could be
considered on the regular agenda for the second reading next meeting in order to
allow public discussion. This will allow the public an opportunity to submit their
comments during that time.

Mr. Roush noted it would have to be introduced tonight in order to place it on the
agenda for discussion at the next meeting. .

Mayor Hosterman noted there are no speaker cards filed for this item.

Motion: It was m1s Sullivan/McGovern by to introduce Ordinance No. 1943 amending
Chapter 2.04 of the Municipal Code setting Salaries for Mayor and Council and adopt
Resolution No. 06-070 establishing a car allowance for the City Council.

Councilmember Thorne said he is in a unique situation because he is running for
Council with three other people. He noted he will be supporting this tonight, but if any
of the other council candidates have any issues with this before Council votes on the
7th, he would hope they would let him know about it by email or a phone call.

Councilmember Brozosky stated the Council is not doing this for the money. This type
of job is a community service. He stated he has problem with doing this right before
an election and feels it should be done in the "off' years. He will be voting against this,
but if he is convinced otherwise, he will support it at the next meeting.

Councilmember McGovern commented that as long as the Council gives the
community time to provide input prior to adoption, Council is doing their due diligence.

Motion carried unanimously by the following vote:

Ayes:
Noes:
Absent:

Council members McGovern, Sullivan, Thorne, Mayor Hosterman
Council member Brozosky
None

7. MATTERS INITIATED BY COUNCIL

Council member Brozosky asked staff if there is anything the City could be doing quickly to
address safety issues around neighborhoods. He stated it appears to be an enforcement
issue and questioned how to take this to a community forum.

Mr. Fialho responded he had spoken with the Police Department about raising awareness.
regarding traffic safety He mentioned the Crime Prevention Program from a few years ago
and indicated the city may want to undergo that similar type of outreach through public

City Council Minutes

15

October 17, 2006
