<br />Mike O'Calloghan addressed Council as an advocate of the development process and <br />of the staff process. He indicated he would like to see the Council come up with a <br />solution that moves this project forward and gives the clear signal to other people <br />wanting to develop or remodel their properties. He commented on his work on the <br />Downtown Specific Plan and the Downtown Guidelines and indicated he has been <br />working in this community as a developer and builder for over 30 years. He felt the <br />applicant has gone through due diligence and the compromising process and that staff <br />has worked carefully and expertly with them and has come up with a compromise. He <br />urged Council's support for the application and the downtown development process. <br /> <br />Finlay Boag indicated what the application submitted to the City was nothing like the <br />promises made to him during meetings with the applicants. He voiced concerns with <br />the application which includes the square footage of the home, the height of the <br />garage and the partial basement and stated concerns with the proposed square <br />footage of the home on this 6,700 square foot lot. He noted he knows of no <br />downtown residents that are the downtown committee and he would like to be on that <br />committee. He urged the City Council to oppose this application. <br /> <br />Kristine Miller spoke in support of the proposal, especially if it meets the standards of <br />the City. <br /> <br />Kim Wetzig addressed Council in support of the home addition and stated she feels it <br />is an efficient use of the lot. <br /> <br />Grace Lutman gave a history of her ownership of her property. She expressed <br />concerns with the size of the garage. She felt the proposal will be too much for the <br />area and indicated, it approved, will set a precedent. She opposed the project and <br />urged Council to deny it. <br /> <br />Dennis Patino addressed the Council in support of the proposed application and hoped <br />the Boyce's are not subject to discrimination. <br /> <br />Joseph Hernan indicated the proposed house is just too big for the lot. He noted <br />concerns with the FRA and urged the Council to uphold the Planning Commission's <br />recommendation to deny the application. <br /> <br />Art Dunkley addressed Council indicating the precedence of potential of <br />overdevelopment on the Boyce site is something the neighbors need the Council's <br />help to avoid. He felt staff did an inadequate job identifying the variances existing in <br />the downtown area identified as supporting the findings to approve the proposed <br />variances. He said the neighborhood is prepared to take the lead and work with the <br />city to establish reasonable development guidelines and conditions for the downtown <br />residential area. He urged the Council to deny the proposal. <br /> <br />Theresa Aimar addressed the City Council in opposition to the proposed application. <br />She commented on the purchase of her property, the eventual purchase of the house <br />next door and her remodel, which took six years. <br /> <br />Alberto Mercado indicated his support for the project. <br /> <br />City Council Minutes <br /> <br />12 <br /> <br />October 17, 2006 <br />
