to see a minimized effort in terms of time and money until we're sure it's not only the
best use for the property but that the project has a very reasonable chance for
success.

Staff indicated the final project approval would address the access to the park. The
MOU indicates the proposed land use for the park and shows access to the park
from Stoneridge. That mayor may not work for the ice rink.

Staff indicated Council would look at a land use plan that will be submitted by the
County. As part of that process, if it was determined that this facility made sense
and access was going to come off of EI Charro, it would be part of the overall land
use plan that would be submitted by the County. If, subsequently, the City owns the
land, there would need to be an amendment to the MOU to address access issues.

Randy Hahn addressed the City Council and noted he has been an employee of the
San Jose Sharks for the last 15 years and lives in Pleasanton. He commented on
the benefits of having a facility such as this in Pleasanton and added it would bring a
lot of good people to the community.

Mr. Kernan, representing the Sharks indicated his support for this proposal as it is a
corporate partnership between the Sharks and the City. He indicated they are ready
to work with City staff on a prompt basis and it will take the County, the City, the
Sharks and the community to make this work.

Hearing no further requests to speak, the public hearing was closed.

Council member Thorne indicated his support for the proposal as he believes it
provides an opportunity for the City to have a facility at essentially no cost to the City
other than the fairly low cost use of the land. He emphasized the need for
involvement of the community.

Motion: It was m1s Thome/Brozosky to move forward with staff's recommendation.

Councilmember Brozosky noted the many needs in the community and indicated
there are a lot more needs than there is money. He believes this is a way to get an
amenity into the community that the community couldn't do before. He indicated it
makes sense to work in partnership on this opportunity. He concluded by stating that
staff is asking for an opportunity to review the project to see what opportunities might
be available. He further indicated his desire to review the access portion to see what
would have the least impact to the community.

Council member McGovern indicated her support for the proposal and stated she
would like to see the Youth Master Plan implementation Committee review it.
Secondly, she wondered if the room filled with kids would be in support of the
proposal, and believes they would. She indicated the City is always looking for
healthy, quality of life exercise for kids and for ways of kids to get out and actually do
something that is exercise. She noted her support and hopes that the goal is to have
this as an integrated park.

City Council Minutes

8

October 3, 2006
