<br />She stated she feels the density issue is very clear in the Planning Commission <br />Minutes, which is a motion to recommend to Council a low density residential zoning <br />district with a maximum density approaching two units per acre. She clarified the <br />Planning Commission's favorable vote to recommend this to Council by reading from <br />the June 28, 2006 Planning Commission Minutes. <br /> <br />Staff indicated that to continue working on traffic mitigations does not include <br />changing the street layout, but there are other tools that can be utilized. The <br />opportunity or suggestion to provide for the curvilinear alignment of Cameron Avenue <br />was discussed. Staff noted that there are opportunities to continue to work with the <br />neighborhood on issues of concern. <br /> <br />Mayor Hosterman commented she believes this is a great project and likes the <br />appearance of the development within the existing neighborhood. She stated she <br />likes the look of the houses and feels this is a first class proposed development. She <br />agreed that traffic on Cameron is a serious issue. She noted serious traffic issues in <br />other neighborhoods. <br /> <br />Staff explained how the additional homes proposed by Ponderosa would not create <br />further traffic impacts. <br /> <br />Mayor Hosterman expressed the need to address the issues of those who live along <br />Cameron and believes there is an opportunity to do that. <br /> <br />Motion: It was mls by HostermanlBrozosky to introduce Ordinance No. 1940 <br />approving the application of Ponderosa Homes for PUD Development Plan approval, <br />as filed under Case PUD-50 and Resolution No. 06-065 approving a Negative <br />Declaration for the application of Ponderosa Homes for PUD Development Plan <br />approval, as filed under Case PUD-50 with the condition to include an ongoing <br />discussion with city staff, the developer and the residents who live along Cameron, <br />using every effort to use tools available to staff to address traffic calming measures <br />and include that the crosswalk at Martin would be designed by the final map. <br /> <br />Councilmember Brozosky added the neighborhood does not want to see a masonry <br />wall on Cameron. <br /> <br />Councilmember Sullivan indicated he would not be supporting the motion as it is <br />disappointing to him that with the public input given that the Council is essentially <br />telling them that they are not interested in their real issues - that perhaps there will <br />be traffic calming - but it does not address the real issues. He believes it sends the <br />wrong message to the community. <br /> <br />Staff added the motion needs to include reference to the City's Affordable Housing <br />Ordinance that the developer is required, prior to final map, to submit an Affordable <br />Housing Agreement that must go through the Housing Commission first prior to <br />Council approval. <br /> <br />Councilmember McGovern reminded staff to make the changes to the PUD to reflect <br />parking on the north side of Cameron. <br /> <br />City Council Minutes <br /> <br />16 <br /> <br />October 3, 2006 <br />
