<br />Motion carried by the following vote: <br /> <br />Ayes: <br />Noes: <br /> <br />Councilmembers Brozosky, McGovern, Thorne, Mayor Hosterman <br />Councilmember Sullivan <br /> <br />Councilmember Sullivan stated his opposition is because he believes the process is <br />backwards. He indicated by approving the recommendation, this becomes a de- <br />facto part of this plan and the rest of the visioning will be for what is left. He does not <br />believe the opportunity will go away in six months or however long it would take for <br />the Parks and Recreation Commission to do the visioning. <br /> <br />Council recessed for five minutes. <br /> <br />6a. Public Hearing: PUD-50, Ponderosa Homes an application for Planned Unit <br />Development (PUD) to subdivide an approximately 19.83-acre site into 27 lots and to <br />construct 25 new, one and two-story single-family detached homes ranging in size <br />from 3,908 to 4,595 sq. ft. located at 3157 Trenery Drive and 2313 Martin Avenue; <br />zoned PUD - LDR (Planned Unit Development - Low Density Residential) District; <br />and consideration of the Negative Declaration (SR 06:182) <br /> <br />Mr. Iserson gave an extensive staff report and noted the Planning Commission <br />reviewed the proposed project at two work sessions and at a public hearing. Prior to <br />the work session, staff conducted a neighborhood meeting. Based upon these <br />meetings, Ponderosa revised the project decreasing its density; revised the building <br />designs; and agreed to rebuild Cameron Avenue with a curvilinear alignment and a <br />public sidewalk. However, there remains neighborhood concern and opposition <br />focused on density, traffic, access, and the proposed public sidewalk. The Planning <br />Commission recommended approval of the proposal with additional conditions, <br />which were incorporated into the draft ordinance. <br /> <br />Staff believes that the proposed project is designed in a manner that is compatible <br />with and sensitive to the restrictions posed by the site and by surrounding properties. <br />The proposed homes are attractively designed and will be constructed on large lots <br />reflecting the surrounding development pattern. The proposal will reconstruct <br />Cameron Avenue with a curvilinear alignment for traffic calming; it will implement <br />Green Building Measures; and it will include bio-retention swales to treat its storm <br />water runoff. The Planning Commission carefully considered the project at two <br />public workshops and a public hearing, and recommended approval of the project. <br />Staff also supports the project as revised and conditioned. It is recommended that <br />the City Council approve Case PUD-50 by taking the following actions: <br /> <br />1. Make the finding that the proposed project will have a De Minimus impact on the <br />site's wildlife, will not have a significant environmental impact, and adopt the draft <br />resolution approving Exhibit "CO, the Initial Study/Negative Declaration; <br />2. Find that the proposed PUD development plan conforms to the Pleasanton <br />General Plan and the purposes of the PUD Ordinance; <br />3. Make the PUD Development Plan Findings 1 through 7 as stated in the attached <br />Planning Commission staff report; and <br />4. Introduce the ordinance approving Case PUD-50 for a PUD Development Plan <br />approval for a 27-lot development shown on Exhibit "A", dated "Received March <br />24, 2006" subject to Exhibit "B", Draft Conditions of Approval <br /> <br />City Council Minutes <br /> <br />10 <br /> <br />October3,2006 <br />
