<br />believes this is a historical site and urged the Council to consider purchasing the site <br />and maintaining it. He inquired whether the cemetery would be available to those of <br />Catholic religion only. <br /> <br />In response to Mr. Arkin's question, Ms. Tinfow advised the cemetery is a non-profit <br />organization that is associated with the Catholic Church, but there are no issues in <br />terms of human burials in the cemetery. <br /> <br />Noting no other speakers wishing to speak, Mayor Hosterman closed the public <br />comment. <br /> <br />Councilmember Brozosky noted that he has worked with the cemetery committee for <br />the last year and a half and has tried to understand it. He believes this is a complex <br />issue and wants to thank staff for working on it. He stated there is a lot of risk and staff <br />has done a great job in identifying those risks. He supports staff's recommendations <br />to purchase the cemetery; keeping the Pioneer standard and maintenance as <br />presented. <br /> <br />Motion: It was mls by Brozosky/Thorne to authorize acquisition of the Pleasanton <br />Memorial Gardens Cemetery using ownership Alternative #2 with the conditions <br />recommended by staff; authorized staff to develop a timeline to determine when plot <br />sales could resume and to investigate the potential for designating the site/plots as <br />historical. Motion passed by the following vote: <br /> <br />Ayes: Councilmembers Brozosky, Thorne, Sullivan, Mayor Hosterman <br />Noes: Council member McGovern <br />Absent: None <br />Abstain: None <br /> <br />6b. Approve plans and specifications; review bids and award construction contract for <br />the Vineyard Hills Reservoir and Access Road; amendment to the contract with Tetra <br />Tech, Inc., to perform construction management services for the project; amendment <br />to Purchase and Sale Agreement with Threehand LP; and direction to staff to <br />develop a financing plan for the remaining portions of the Vineyard Avenue Corridor <br />Specific Plan Area Infrastructure (SR 06:152). Continued to the September 19, 2006 <br />City Council Meeting. <br /> <br />6c. Public Hearing: PAP-98, Steve and Carol Stanton appellants; (PAP-97 <br />StantonlPADR-1542 Sweeney Construction, for Jim Rhoades) appeal of the <br />Planning Commission decision denying PAP-97, the appeal of Steve and Carol <br />Stanton, thereby upholding the Zoning Administrator's approval of PADR-1542, the <br />application of Sweeney Construction for administrative design review approval to <br />construct an approximately 1,224 sq. ft. 2nd floor addition and an approximately 120 <br />sq. Ft. 1s1 floor addition to the front of the existing residence located at 3227 <br />Anastacia Court (SR 06:210) <br /> <br />Planning and Community Development Director Iserson presented the staff report. <br /> <br />Council member Brozosky expressed concerns about the balcony, privacy and <br />questioned the outdoor lights. <br /> <br />City Council Minutes <br /> <br />8 <br /> <br />September 5, 2006 <br />
